112. Notes that the Arctic waters are a neighbouring marine environment of particular importance to the European Union, and that they play an important role in mitigating climate change; stresses that the serious environmental concerns relating to the Arctic waters require special attention to ensure the environmental protection of the Arctic in relation to any offshore oil and gas operations, including exploration, taking into account the risk of major accidents and the need for an effective response; encourages those Member States that are members of the Arctic Council actively to promote efforts to maintain the highest possible environmental safety standards in this vulnerable and unique ecosystem, inter alia through the creation of international instruments for the prevention of, preparedness for and response to, marine oil pollution in the Arctic, and, in particular, to actively propose policies for governments that cause them to refrain from authorising offshore oil and gas operations, including exploration, as long as an effective response to such accidents cannot be ensured;

For most criteria, the assessment and methodologies required need to take into account and, where appropriate, be based on those applicable under existing Community legislation, in particular Directive 2000/60/EC, Directive 2008/105/EC of the European Parliament and of the Council , Directive 92/43/EEC, Directive 2009/147/EC and other relevant Union legislation (including under the common fisheries policy, e.g. Council Regulation (EC) No 199/2008 ), taking also into account reports of the Task Groups set up by the Joint Research Centre and the International Council on the Exploration of the Seas and, where relevant, the information and knowledge gathered and the approaches developed in the framework of regional sea conventions.

IS ENCOURAGED by the positive, forward-looking contributions made in discussions on future action to tackle climate change at the UNFCCC Seminar of Governmental Experts in May 2005; WELCOMES the commitment of the G8 countries to moving forward the global discussion on long-term co-operative action to address climate change at the UN Climate Change Conference in Montreal in December 2005. RECOGNISES that Article 3(9) of the Kyoto Protocol provides that the first Conference of the Parties serving as the Meeting of the Parties to the Protocol shall initiate the consideration of further commitments to be undertaken by developed countries at least seven years before the end of the first commitment period; and STRESSES that the COP/MOP should therefore initiate such considerations at its first meeting in December 2005 in Montreal; RECALLS also that Article 9 provides for a first review of the Kyoto Protocol at the second session of the Conference of the Parties serving as the meeting of the Parties to the Protocol, and that this review is to be coordinated with pertinent reviews under the United Nations Framework Convention on Climate Change. In preparing for COP 11 - COP/MOP 1, LOOKS FORWARD to initiating a process among all Parties to the United Nations Framework Convention on Climate Change to explore how further to implement this Convention to achieve its ultimate objective by developing a post 2012 arrangement, building on the experiences to date in tackling climate change, including inter alia market-based instruments, focusing in particular on environmental effectiveness, improving cost-efficiency, broadening participation in line with common but differentiated responsibilities and respective capabilities, advancing development goals in a sustainable manner, building a global carbon market, exploiting the full potential of existing technologies and exploring new ones as well as tackling adaptation; and STRESSES the need for a clear timetable for such a process, ...

échanger des informations sur les accords bilatéraux et multilatéraux existants pour la fourniture de soins de santé; examiner les projets transfrontaliers existants en matière de santé et envisager le développement de la constitution de réseaux entre ces projets en vue d'échanger les meilleures pratiques, et réfléchir à l'établissement d'accords–cadres pour la coopération dans le secteur des soins de santé; explorer plus avant la possibilité de parvenir à une interprétation commune, au niveau européen, des droits et des devoirs des patients, tant sur le plan personnel que social, en commençant par rassembler les informations existantes sur ces questions et sur la manière dont elles sont traitées dans les États membres; faire connaître leur point de vue sur le mode de fonctionnement, dans leur pays, des différentes voies d'accès aux soins de santé des autres États membres et sur son incidence; envisager une coopération plus poussée dans le domaine des soins de santé en vue d'un suivi portant sur l'échange d'informations, d'expériences et de bonnes pratiques; dresser un état des lieux en ce qui concerne les centres de référence européens, y compris leur mise sur pied, leur désignation et leur développement, et explorer les moyens de favoriser la constitution de réseaux et la coopération entre ceux–ci, conjointement avec la Commission; examiner comment favoriser et améliorer les échanges de compétences et d'informations entre États membres en ce qui concerne l'évaluation des technologies de la santé; et garantir à tous les citoyens un accès à des soins de santé de qualité, conformément aux principes de l'équité et de la solidarité et en tenant dûment compte des compétences et des ressources médicales actuellement disponibles;
exchange information on existing bilateral and multilateral arrangements for provision of health care; consider existing cross-border health projects and the development of networking between these projects with a view to sharing best practice; and consider setting up framework agreements for cooperation in the health care sector; explore further the possibility of reaching a common understanding on patients' rights, entitlements and duties, both individual and social, at European level, starting by bringing together existing information on these issues and how they are addressed within the Member States; provide views on how different access routes for health care in other Member States operate in the country of origin, and the impact of these operations; explore further cooperation within the health care field for follow-up on exchange of information, experience and good practice; map European centres of reference including the organisation, designation and development of these centres and ways of fostering networking and cooperation between these in conjunction with the Commission; consider how exchanges of expertise and information on health technology assessment can be promoted and improved between Member States; and ensure access to high-quality health care for all citizens in accordance with the principles of equity and solidarity and taking due account of currently available medical competence and resources.
