Nonobstant le paragraphe 1, chaque État membre veille à ce que chaque Institution financière déclarante de sa juridiction fasse savoir à chaque Personne physique concernée devant faire l'objet d'une déclaration que les informations la concernant visées à l'article 8, paragraphe 3 bis, seront recueillies et transférées conformément à la présente directive et s'assure que l'Institution financière déclarante communique à cette personne toutes les informations qu'elle est autorisée à communiquer conformément à sa législation interne mettant en œuvre la directive 95/46/CE dans des délais suffisants pour que la personne puisse faire valoir ses droits à la protection des données et, dans tous les cas, avant que l'Institution financière déclarante concerné ne communique les informations visées à l'article 8, paragraphe 3 bis, à l'autorité compétente de son État membre de résidence.
3. Notwithstanding paragraph 1, each Member State shall ensure that each Reporting Financial Institution under its jurisdiction informs each individual Reportable Person concerned that the information relating to him referred to in Article 8(3a) will be collected and transferred in accordance with this Directive and shall ensure that the Reporting Financial Institution provides to that individual all information that he is entitled to under its domestic legislation implementing Directive 95/46/EC in sufficient time for the individual to exercise his data protection rights and, in any case, before the Reporting Financial Institution concerned reports the information referred to in Article 8(3a) to the competent authority of its Member State of residence.

Les comptables des autres institutions et des organismes visés à l'article 141 communiquent aussi au comptable de la Commission, au plus tard pour le 1er mars suivant l'exercice clos, un jeu d'informations financières au format normalisé arrêté par le comptable de la Commission, à des fins de consolidation.
2. The accounting officers of the other institutions and bodies referred to in Article 141 shall also send by 1 March of the following year a reporting package to the accounting officer of the Commission, in a standardised format as laid down by the accounting officer of the Commission for consolidation purposes.

Le règlement (CE) no 1754/2006 de la Commission du 28 novembre 2006 portant modalités d’octroi de l’aide financière de la Communauté aux laboratoires communautaires de référence pour les aliments pour animaux, les denrées alimentaires et le secteur de la santé animale (3) prévoit que cette aide financière est octroyée pour autant que les programmes de travail approuvés soient exécutés de manière efficace et que les bénéficiaires communiquent toutes les informations requises dans certains délais.
Commission Regulation (EC) No 1754/2006 of 28 November 2006 laying down detailed rules for the granting of Community financial assistance to Community reference laboratories for feed and food and the animal health sector (3) provides that the financial assistance from the Union is to be granted if the approved work programmes are efficiently carried out and the beneficiaries supply all the necessary information within certain time limits.
