IN-CONTEXT TRANSLATIONS

Le CESE demande de renforcer les fonds de l'UE alloués aux technologies de sécurité prévus dans le cadre du programme Horizon 2020, en les accompagnant d'une présence forte des thématiques liées aux technologies clés génériques, de développer des projets communs d'interopérabilité en matière de sécurité dans le cadre du programme ISA (13), d'appliquer les exemptions au secteur, dans le cadre du régime des aides d'État à l'innovation, de superviser l'application réelle des directives CE/2004/18 et CE/2009/81 et des instruments des achats publics avant commercialisation au secteur de l'industrie de la sécurité, de renforcer la coopération entre les secteurs publics et privé et civil et militaire et de faciliter les stratégies de fusion et de regroupement transnational des entreprises, d'harmoniser les normes relatives au principe de protection par la limitation de la responsabilité juridique à l'égard des tiers («Third party limited liability protection-TPLL») et, enfin, d'améliorer les réglementations internes en matière de DPI.
The EESC calls for EU funding for security technologies under Horizon 2020 to be stepped up, in tandem with a strong presence within the ‘enabling technologies’ strand; it also advocates bolstering joint interoperability projects on security under the ISA programme (13); applying exemptions to the sector, under the State aid for Innovation system; verifying the effective application of Directives 2004/18/EC and 2009/81/EC and of the pre-commercial procurement instruments to the security industry; more public-private and civil-military cooperation and the facilitation of cross-border company merger and grouping strategies; harmonisation of the rules on third party limited liability protection (TPLL); and better internal IPR rules.

Le CESE est d'avis qu'il importe de développer des actions de politique extérieure intégrées et communes dans le secteur de l'industrie de la sécurité, en renforçant la protection des DPI au sein de l'OMC et dans le cadre d'accords bilatéraux et multilatéraux d'association, en garantissant une égalité d'accès aux marchés extérieurs et aux marchés publics sur une base de réciprocité, en renforçant l'influence de l'action européenne en matière de normalisation internationale et en lançant un label de qualité Euro Security Label.
The EESC believes it necessary to step up integrated, common foreign policy actions within the security industry, strengthening IPR protection under the WTO and the bilateral and multilateral European association agreements, guaranteeing equal access to international markets and procurement on the basis of reciprocity, increasing the weight of the EU in international standardisation and launching a quality label (euro security label).

28. attire l'attention sur la nécessité de tenir compte, dans les futures actions de la politique industrielle européenne, non seulement de la dimension sectorielle mais également de la dimension territoriale; il existe en fait des zones présentant une forte concentration d'industries manufacturières qui nécessitent la définition de politiques industrielles et économiques en mesure de répondre à leurs exigences spécifiques; demande dès lors à la Commission de donner suite aux propositions annoncées dans sa communication, en explorant ensuite la possibilité de renforcer la coopération entre des régions rencontrant des problèmes et défis communs ainsi que la possibilité d'encourager la constitution de réseaux entre les entreprises manufacturières situées dans ces régions, en vue de favoriser le développement et la coordination de politiques industrielles et économiques pertinentes;
28. Points out that future European industrial policy measures must allow not just for the sectoral dimension, but also for the territorial dimension; notes that areas with a high concentration of manufacturing industry have to have industrial and economic policies geared to their specific needs; calls on the Commission, therefore, to follow up the proposals announced in its communication by bringing further consideration to bear on the questions whether cooperation should be intensified among regions facing similar problems and challenges and how manufacturing companies in those regions might be encouraged to set up networks within which to pursue and coordinate the necessary industrial and economic policies;

Seven major cross - sectoral policy initiatives are announced in this Communication in order to address the common challenges across groupings of different industries and to reinforce the synergies between different policy areas in the light of competitiveness considerations.
