(4) Le Conseil «Justice et affaires intérieures» a adopté le 28 février 2002 un plan global de lutte contre l'immigration clandestine et la traite des êtres humains dans l'Union européenne[70], dans lequel il soulignait qu'une politique de réadmission et de retour faisait partie intégrante de la lutte contre l'immigration clandestine et où il mettait en évidence deux éléments sur lesquels une politique communautaire en matière de retour devrait se fonder, à savoir des principes communs et des mesures communes, dans le cadre de l'amélioration de la coopération administrative entre les États membres.
(4) The Council on 28 February 2002 adopted the Comprehensive Plan to combat illegal immigration and trafficking of Human beings in the European Union[70] in which it stressed that a readmission and return policies constitute an integral and vital component in the fight against illegal immigration and identified two elements on which a Community return policy should be based, namely common principles and common measures, within the framework of improving the administrative co-operation between Member States.

According to the Communication integration policy should be based on two fundamental underlying principles: First of all that the principle of subsidiarity prevails clearly demonstrating that the primary responsibility for the elaboration and implementation of integration policies lies with the Member States, and secondly, the holistic approach which will ensure integration of immigrants into all aspects of society and which requires that a two-way approach - implying that the responsibility for integration lies both with the receiving society as well as with the arriving immigrant - is applied.

35. salue l'initiative de la Présidence française sur le pacte européen sur l'immigration et l'asile dans la mesure où il encourage une approche cohérente et équilibrée de la migration dans son double objectif: ménager des voies légales de migration tout en luttant contre l'immigration illégale; estime qu'une politique commune d'immigration devrait être fondée sur l'hypothèse que les migrants sont des individus membres de la société et des citoyens potentiels; estime en outre que les États membres devraient s'efforcer de mettre en place des politiques claires et efficaces pour l'inclusion sociale et l'intégration; estime dès lors que le pacte doit être étayé par des propositions législatives concrètes;

Welcomes the initiative of the French Presidency on the European Pact on Immigration and Asylumin in so far as it promotes a coherent and balanced approach to migration in its twofold objectives: providing legal channels of migration while at the same time tackling illegal migration; in this context believes that a Common Immigration Policy should be based on the assumption that migrants are individual members of society and potential citizens; takes the view that, in addition, Member States should try to put in place clear, effective policies for social inclusion and integration; considers, therefore, that the Pact needs to be accompanied by concrete legislative proposals;

18. salue l'engagement de la Commission en faveur du développement d'une politique commune en matière d'immigration et souligne qu'un "Pacte européen sur l'immigration" devrait s'intéresser à la lutte contre l'immigration clandestine et à la gestion de l'immigration légale, à une politique plus ambitieuse en matière d'intégration dans le cadre de l'UE, mais aussi à la création d'une politique européenne en matière d'asile, sur la base de propositions qui devront être présentées par la Commission avant la fin de l'année; estime prioritaire une révision de la Convention de Dublin II;
18. Welcomes the Commission’s commitment to the development of a Common Immigration Policy, and emphasises that a ‘European Pact on Migration Policy’ should cover issues linked both to tackling illegal immigration and managing legal immigration, and a more ambitious policy on integration within the EU’s competence, as well as launching a European asylum policy on the basis of proposals to be presented by the Commission before the end of the year; considers it a priority that the Dublin II Convention should be revisited;

18. salue l'engagement de la Commission en faveur du développement d'une politique commune en matière d'immigration et souligne qu'un pacte européen sur la politique d'immigration devrait s'intéresser à la lutte contre l'immigration clandestine et à la gestion de l'immigration légale, à une politique d'intégration plus ambitieuse dans les domaines relevant de la compétence l'Union, mais aussi à la création d'une politique européenne en matière d'asile, sur la base de propositions qui devront être présentées par la Commission avant la fin de l'année; estime prioritaire une révision du règlement (CE) n° 343/2003 établissant les critères et mécanismes de détermination de l'État membre responsable de l'examen d'une demande d'asile présentée dans l'un des États membres par un ressortissant d'un pays tiers (règlement dit "de Dublin II");

Welcomes the Commission's commitment to the development of a common immigration policy, and emphasises that a European pact on migration policy should cover issues linked both to tackling illegal immigration and managing legal immigration, and a more ambitious policy on integration of areas falling within the EU's competence, as well as launching a European asylum policy on the basis of proposals to be presented by the Commission before the end of the year; considers it a priority that Regulation (EC) No 343/2003 establishing the criteria and mechanisms for determining the Member State responsible for examining an asylum application lodged in one of the Member States by a third-country national (Dublin II Regulation) should be revisited;

Cette méthode participative devrait s'appliquer tant au niveau national qu'à l'échelle de l'UE dans le cadre de la méthode ouverte de coordination proposée pour la politique d'immigration commune.
This integrative method should apply both at national and at EU level in the framework of the open method of co-ordination proposed for the Common immigration policy.
