Recognises that a large proportion of the children in care are from the Roma community and that more effective and substantive action is required to overcome barriers between the Roma community and the wider society; recognises that this is more than a question of discrimination and is in fact a two way process; acknowledges therefore the government's new Roma action plan, which has a noteworthy budgetary allocation; encourages the government to persevere in its policy to promote the integration of the Roma community into wider Bulgarian society; urges the Bulgarian authorities and the Commission to target their efforts on practical schemes that can deliver substantive improvement, in particular in relation to the education of Roma women in family planning and problems of child welfare and also Bulgarian language competence in the Roma community; welcomes the recent practice of recruiting Roma to the police and calls on the government to persevere in this effort; at the same time calls on the representatives of the Roma community to identify social and structural problems in the Roma community's way of life and to assist in implementing measures to bring about change within the Roma community that will facilitate Roma integration into wider Bulgarian society;

(23) Les mesures prises dans le cadre du programme étayent la stratégie de la Communauté en matière de santé et produiront une valeur ajoutée communautaire en répondant aux besoins découlant des conditions et des structures mises en place par l'action communautaire dans d'autres domaines, en abordant les évolutions récentes, les nouvelles menaces et les nouveaux problèmes à l'égard desquels la Communauté serait le mieux à même de protéger sa population, en rapprochant les activités entreprises dans un relatif isolement et avec un impact limité au niveau national et en les complétant de manière à obtenir des résultats positifs pour la population de la Communauté, ainsi qu'en contribuant au renforcement de la solidarité et de la cohésion dans la Communauté.
(23) The measures under the programme underpin the health strategy of the Community and will yield Community added value by responding to needs arising out of conditions and structures established through Community action in other fields, by addressing new developments, new threats and new problems for which the Community would be in a better position to act to protect its people, by bringing together activities undertaken in relative isolation and with limited impact at national level and by complementing them in order to achieve positive results for the people of the Community, and by contributing to the strengthening of solidarity and cohesion in the Community.

(10) Conformément à l'article 166, paragraphe 1, du traité, il y a lieu de déterminer les objectifs scientifiques et technologiques et de fixer les priorités correspondantes des actions envisagées, le montant global maximal et les modalités d'une participation financière de la Communauté au sixième programme-cadre, ainsi que les quotes-parts respectives de chacune des actions envisagées et d'indiquer les grandes lignes de ces actions qui seront mises en oeuvre conformément à l'objectif de protection des intérêts financiers de la Communauté.
(10) In accordance with Article 166(1) of the Treaty, it is necessary to establish the scientific and technological objectives and to fix the relevant priorities for the activities envisaged, the maximum overall amount, the detailed rules for Community financial participation in the sixth framework programme, as well as the respective shares in each of the activities envisaged, and to indicate the broad lines of the activities in question, which will be implemented in compliance with the objective of protecting the Community's financial interests.

(12) Conformément à l'article 174 du traité, la Communauté doit tenir compte, lors de l'élaboration de sa politique de l'environnement, des données scientifiques et techniques disponibles, des conditions de l'environnement dans les diverses régions de la Communauté, du développement économique et social de la Communauté dans son ensemble et du développement équilibré de ses régions ainsi que des avantages et des coûts qui peuvent résulter de l'action ou de l'absence d'action.
(12) Pursuant to Article 174 of the Treaty, in preparing its policy on the environment, the Community is to take account of available scientific and technical data, environmental conditions in the various regions of the Community, and the economic and social development of the Community as a whole and the balanced development of its regions as well as the potential benefits and costs of action or lack of action.
