Calls on the authorities to actively support civil society and its involvement in the formulation of social and economic policies in full support of freedom of expression and association, underlines the important role that civil society and international NGOs play in reconciliation between ethnic groups and calls on the Commission to step up its financial assistance to their work; emphasises in this respect the need for an effective framing of these issues in the Annual Programmes for Kosovo under the Instrument for Pre-accession Assistance; notes that good interpersonal and especially business cooperation exists between individuals from different ethnic communities and that more efforts should be undertaken by the Kosovo authorities, civil society and the international community to support local projects which enhance this kind of cooperation;

Welcomes the adoption at the Vienna session of a resolution on the situation in Sudan, in which a clear view is expressed regarding responsibility for the conflict in the Darfur region; calls on the international community to take urgent and more vigorous action by common agreement with the African Union (AU) with a view to bringing the conflict, the suffering of the civilian population and the humanitarian tragedy to an end; calls on the international community to ensure the effective dispatch of a multinational force as mandated by the Security Council (particularly in Resolution 1706 of 31 August 2006); takes note that the Sudanese Government has accepted the displacement of a multinational peacekeeping force as mandated by the Security Council and hopes that it would constitute a first step to make concrete progress in the peace process in the Darfur region;

This paper is set in the context of the higher profile gained by water on the international agenda, resulting in growing international recognition of the pressing need to achieve global water security and of the need to address water in a holistic manner, as a key issue for sustainable development. Thus, this communication builds on the recent recommendations for action of the Bonn International Freshwater Conference and promotes the development of an EU initiative as a key agenda point for the World Summit on Sustainable Development.
