Welcomes the statement issued by the Vice-President of the European Commission, responsible for Justice, Fundamental Rights and Citizenship on 25 August, where "concern" is expressed on the expulsion of Roma from France and stating that "nobody should face expulsion just for being Roma", while calling "all Member States to respect the commonly agreed EU rules on free movement, non-discrimination and the common values of the European Union, which is a "community of values and fundamental rights", and notably the respect for fundamental rights, including the rights of people belonging to minorities", and calls the Commission to act promptly on the basis of the Treaties to ensure that EU Treaties and law are respected;

(6 bis) La présente directive fait suite, en s'en inspirant très largement, à l'accord paritaire "historique" conclu le 27 janvier 2004 entre la Communauté européenne du rail (CER), d'une part, et la Fédération européenne des transports (FET), d'autre part, sur la "licence européenne pour conducteurs effectuant un service d'interopérabilité transfrontalière", ainsi que de l'accord portant sur les conditions de travail du personnel mobile effectuant des services transfrontaliers.
(6a) This Directive follows and is largely based on the ‘historic’ joint agreement reached on 27 January 2004 between the Community of European Railways (CER) and the European Transport Workers’ Federation (ETF) on the ‘European licence for drivers carrying out a cross-border interoperability service’, and on the agreement on the working conditions of mobile staff engaged in cross-border services.

(32) It is therefore appropriate, as an initial step, to harmonize the basic principles applicable to the classification for the supply of medicinal products in the Community or in the Member State concerned, while taking as a starting point the principles already established on this subject by the Council of Europe as well as the work of harmonization completed within the framework of the United Nations, concerning narcotic and psychotropic substances.
