(3) Les conclusions de la Présidence du Conseil européen des 8 et 9 mars 2007 ont souligné qu'il était nécessaire d'accroître l'efficacité énergétique dans la Communauté afin d'atteindre l'objectif visant à économiser 20 % de la consommation énergétique de la Communauté d'ici 2020 et ont appelé à la mise en œuvre complète et rapide des secteurs clés identifiés dans la communication de la Commission du 19 octobre 2006 intitulée "Plan d'action pour l'efficacité énergétique: réaliser le potentiel".
(3) The Presidency conclusions of the European Council of 8 and 9 March 2007 emphasised the need to increase energy efficiency in the Community so as to achieve the objective of saving 20 % of the Community's energy consumption by 2020 and called for a thorough and rapid implementation of the key areas identified in the Commission Communication of 19 October 2006 entitled Action Plan for Energy Efficiency: Realising the Potential.

Urges the Commission to make energy efficiency and energy savings the cornerstone of the Energy Policy for Europe; welcomes the undertaking from the Commission, in the above-mentioned Communication entitled Energy efficiency: delivering the 20 % target, to prepare a revised EU action plan on energy efficiency; calls on the Commission to make the 20 % energy efficiency target by 2020 legally binding as part of the assessment it must prepare on the progress of the Community towards this target, under Decision No 406/2009/EC of the European Parliament and of the Council on the effort of Member States to reduce their greenhouse gas emissions to meet the Community's greenhouse gas emission reduction commitments up to 2020 ;

Afin d'atteindre l'objectif des parties contractantes de parvenir à une application et à une interprétation aussi uniformes que possible des dispositions visées à l'article 1er, le comité mixte surveille constamment l'évolution de la jurisprudence de la Cour de justice des Communautés européennes, ci-après dénommée «Cour de justice», ainsi que l'évolution de la jurisprudence des juridictions suisses compétentes relative à ces dispositions.

In order to achieve the Contracting Parties' objective of ensuring the most uniform possible application and interpretation of the provisions referred to in Article 1, the Mixed Committee shall keep under constant review developments in the case-law of the Court of Justice of the European Communities, hereinafter referred to as the ‘Court of Justice’, and in the case-law relating to such provisions of the competent Swiss courts.

(1) L'objectif de la décision n° 1720/1999/CE du Parlement européen et du Conseil(4) est de permettre à la Communauté d'atteindre un degré élevé d'interopérabilité entre les réseaux télématiques transeuropéens établis entre les États membres et les institutions communautaires afin de faciliter l'établissement de l'union économique et monétaire et de mettre en oeuvre les politiques communautaires ainsi que de faire bénéficier les administrations des États membres et la Communauté d'avantages substantiels en rationalisant les opérations et en accélérant la mise en oeuvre de nouveaux réseaux et les améliorations.
(1) The objective of Decision No 1720/1999/EC of the European Parliament and of the Council(4) is for the Community to achieve a high degree of interoperability between the trans-European telematic networks established between the Member States and the Community institutions in order to support the establishment of economic and monetary union and the implementation of Community policies, as well as to achieve substantial benefits for Member State administrations and the Community by streamlining operations and speeding up implementation of new networks and enhancements.
