[82] The legislative package, adopted on 24 October 2003, consists of three proposals: a proposal for a Directive of the European Parliament and the Council on access to justice in environmental matters (COM(2003)624); a proposal for a Regulation of the European Parliament and of the Council on the application of the provisions of the Aarhus Convention on access to information, public participation in decision making and access to justice in environmental matters to EC institutions and bodies (COM(2003)622); a proposal for Council Decision on the conclusion, on behalf of the European Community, of the Convention on access to information, public participation in decision making and access to justice regarding environmental matters (COM(2003)625).

Given that Council Regulation (EC) No 1005/2008 of 29 September 2008 establishing a Community system to prevent, deter and eliminate illegal, unreported and unregulated fishing , obliges the Member States to take appropriate measures to ensure the effectiveness of the fight against all illegal, unreported and unregulated (IUU) fishing and associated activities and given that Council Regulation (EC) No 1006/2008 of 29 September 2008 concerning authorisations for fishing activities of Community fishing vessels outside Community waters and the access of third country vessels to Community waters establishes provisions on authorisations for Community fishing vessels to engage in fishing activities outside Community waters and on authorisations for third country fishing vessels to engage in fishing activities in Community waters, this Regulation should be complementary to these Regulations and ensure that there is no discrimination between Member States’ and third country nationals.

There is no legal basis for giving the US authorities direct, unfiltered access to the personal data of European passengers and it is contrary to Article 8 of the Charter of Fundamental Rights; it is contrary to the Community provisions on the protection of personal data; it is contrary to the Community Computer Reservations Systems Regulation.

(25a) Ratification and enforcement of the Aarhus Convention on access to information, participation in decision-making and access to justice in environmental matters, coupled with stricter compliance with Council Directive 90/313/EEC of 7 June 1990 on the freedom of access to information on the environment , will serve to enhance the involvement of citizens in environmental protection and the very credibility of the Community institutions.

7. Deplores the lack of funding to stimulate local initiatives and calls on the Commission to draw up proposals for financial support to be given to such initiatives. Deplores the current lack of money made available from the Community's budget for specifically cultural programmes, while recognising the potential for cultural projects to access other sources of Community funding and calls on the Commission to study the ways in which this can be encouraged and facilitated, including reviewing eligibility criteria where appropriate and the ways in which technical assistance is provided;
