Would welcome in this context innovations at the level of national parliaments, such as giving Members of the European Parliament the right to be invited once a year to speak in plenary sittings of national parliaments, to participate in meetings of European affairs committees on a consultative basis, to take part in meetings of specialised committees whenever they discuss relevant pieces of European Union legislation, or to take part in meetings of the respective political groups on a consultative basis;

Stresses the importance of innovation for SMEs and the difficulties in taking advantage of research opportunities; considers that national academies of science and research institutes could play a role in driving innovation and reducing barriers to research for SMEs; believes that the focus should not only be on high-tech innovation, but that low and middle level of technology and informal innovation should also be considered; considers that the European Institute for Innovation and Technology could have an important role in boosting RD and innovation for SMEs; calls upon Member States to multiply initiatives that lower the threshold for SMEs to have access to research; is convinced that all Community research and technological programmes should be designed in a way that facilitates the cross-border participation of SMEs;

La Communauté fournit un soutien aux projets liés aux premières applications ou aux premières applications commerciales de techniques, produits ou pratiques innovants ou éco-innovants ayant un intérêt communautaire et dont la démonstration au niveau technique a déjà été faite avec succès, mais qui, du fait de risques résiduels, n'ont pas encore fait l'objet d'une commercialisation significative.
The Community shall provide support to projects concerned with the first applications or market replication of innovative or eco-innovative techniques, products or practices of Community relevance, which have already been technically demonstrated with success but which, owing to residual risk, have not yet significantly penetrated the market.

Enfin, il sera possible de cofinancer des projets bilatéraux et nationaux, tout en simplifiant la procédure de demande de financement correspondante, afin de stimuler encore l’innovation puis de transférer l’expérience acquise au niveau transnational ou communautaire.
In addition, it will be possible to co-fund bilateral and national projects, in order to further stimulate innovations with a view to transferring the gained experience to the transnational and/or EU level, while facilitating the application procedure for such projects.

* la politique commerciale: développer la dimension extérieure du Marché unique, par exemple la promotion des approches communautaires en matière de réglementations techniques et d'évaluation de la conformité; renforcer l'accès des exportateurs de l'Union aux marchés des pays tiers; en ce qui concerne le secteur du textile et de l'habillement, améliorer les facteurs de compétitivité associés à l'innovation, la recherche, les compétences, la technologie et la valeur ajoutée comme moyen de s'adapter en particulier à la perspective d'abolition des quotas qui subsistent encore dans ce secteur.
* Trade policy: Developing the external dimension of the single market, for example by promoting EU approaches to technical regulation and conformity assessment; fostering EU exporters' access to third country markets; as far as the textile and clothing industry is concerned, improvement of competitiveness factors associated to innovation, research, skills, technology and value-added as a means to adapt, in particular in the perspective of the abolition of remaining quotas in the textile and clothing sector.

Les programmes communautaires offrent ainsi des possibilités de financement direct dans les domaines de la recherche et l'innovation (sixième et septième programmes-cadres de recherche communautaire), l'environnement et l'énergie (voir section «mesures incitatives et subventions à l'environnemen »), l'éducation et la formation (Socrates et Leonardo da Vinci) ou encore la santé et la sécurité.
The Community programmes therefore offer the possibility of direct financing in the fields of research and innovation (the Sixth and Seventh European Community Framework Programmes for Research), environment and energy (see section entitled “Incentives and Environment Subsidies”), education and training (Socrates and Leonardo da Vinci) and health and safety.
