B. rappelant qu'avec l'adoption des quatre instruments prévus par l'article 63, paragraphe 1, du traité CE, s'est achevée la première phase de mise en place du système d'asile commun; eu égard aux difficultés tant politiques que techniques qui devront être surmontées pour parvenir à la deuxième phase du régime européen d'asile, qui a pour objet d'instaurer une procédure d'asile commune et un statut uniforme pour les personnes ayant droit à l'asile ou à une protection subsidiaire, et espérant que l'échéance prévue, en l'occurrence l'année 2010, sera respectée,
B. whereas the first phase of the introduction of the common asylum system was completed with the adoption of the four instruments provided for in Article 63(1) of the EC Treaty; whereas there are both political and technical difficulties which will have to be overcome before the second phase of the system can be launched, the aim of which is to introduce a common asylum procedure and a uniform status for persons entitled to asylum or subsidiary protection; and whereas it is to be hoped that the deadline for completing this phase, 2010, will be met,

En résumé, votre rapporteur salue les propositions concrètes contenues dans la communication de la Commission pour renforcer la coopération entre États membres dans le domaine de l'asile, et il espère que cette méthode pragmatique permettra d'évoluer efficacement, d'ici 2010, vers un système d'asile commun.
All in all, your rapporteur welcomes the practical proposals set out in the Commission communication to step up cooperation among the Member States in the asylum sphere and hopes that this pragmatic approach will result in the establishment of a common asylum system by 2010.

Il est conforme à l'esprit de la procédure d'asile commune et du statut uniforme que les personnes qui sollicitent une protection ou ont bénéficié d'une protection internationale dans l'Union européenne doivent, à long terme, espérer un traitement comparable dans tous les États membres, en fonction de leur situation respective, pour ce qui est de leur retour.
It is in the spirit of the common asylum procedure and the uniform status that persons seeking protection or having benefited from international protection in the EU must, in the long term, expect comparable treatment in all Member States, according to their respective situation, as far as returns are concerned.

J'espère que Laeken nous permettra d'avancer un peu et d'aboutir à un nouvel engagement dans le sens défini par la Commission dans ses deux communications sur l'asile et l'immigration.
I hope that in Laeken we can make progress, however small, and make a new commitment in accordance with what the Commission said in its two communications on asylum and on immigration.

La Commission entend que le débat qu'elle lance avec ces communications et qui devra se conclure avant la fin de l'année 2001 représente un élément central de l'encadrement de toutes les propositions législatives prévues dans ce domaine au « scoreboard » et espère qu'il puisse aboutir à la définition d'une véritable politique d'asile et d'immigration commune.
The Commission intends that the debate that it is launching with these communications, which must be concluded before the end of 2001, should be a central element in framing all the legislative proposals planned in the scoreboard, and hopes that it will lead to the creation of a genuine common asylum and immigration policy.

Il espère que ces travaux se poursuivront à un rythme plus soutenu de manière que le Conseil européen d'Essen puisse constater que des mesures concrètes ont été prises dans tous les domaines couverts par le plan d'action (EUROPOL, stratégie globale de lutte contre la drogue, liste commune pour les visas, coopération judiciaire, asile, coordination avec la politique étrangère et de sécurité commune).
It expects this work to be accelerated so that the Essen European Council will be able to record that concrete measures have been taken in all areas covered by the action plan (EUROPOL, global strategy on combating drugs, common list for visas, judicial co-operation, asylum, co-ordination with the common foreign and security policy).
