TRADUCTIONS EN CONTEXTE

Le 6e plan d'action dans le domaine de l'environnement (6e PAE) appelle au développement d'une stratégie thématique sur l'environnement urbain, en vue de « contribuer à une meilleure qualité de la vie par une approche intégrée axée sur les zones urbaines [et à] atteindre un niveau élevé de qualité de la vie et de bien-être social pour les citoyens en leur procurant un environnement dans lequel la pollution n'a pas d'effets nuisibles sur la santé humaine et l'environnement ainsi qu'en encourageant un développement urbain durable ».
The 6th Environment Action Programme (6th EAP) called for the development of a Thematic Strategy on the Urban Environment with the objective of ‘ contributing to a better quality of life through an integrated approach concentrating on urban areas ’ and to contribute ‘to a high level of quality of life and social well-being for citizens by providing an environment where the level of pollution does not give rise to harmful effects on human health and the environment and by encouraging sustainable urban development’.

La Commission appelle le Conseil à prendre acte de ces conclusions. Elle transmettra la présente communication au Parlement européen, au Comité économique et social et au Comité des régions.
The Commission calls on the Council to endorse these conclusions. It will transmit this Communication to the European Parliament, the Economic and Social Committee and the Committee of the Regions.

La Commission appelle donc les États membres à exploiter cette conjoncture favorable pour renforcer les fondamentaux de leurs économies en mettant en œuvre les priorités économiques et sociales définies collectivement au niveau européen: stimuler l'investissement, mener des réformes structurelles et mettre en œuvre des politiques budgétaires responsables.
The Commission therefore calls on Member States to use this window of opportunity to strengthen the fundamentals of their economies by implementing the economic and social priorities identified in common at European level: boosting investment, pursuing structural reforms and ensuring responsible fiscal policies.

Stresses that sustainable democracy, functioning and de-bureaucratised institutions, the rule of law and quality education not only promote political stability, social welfare and cohesion but also stimulate economic growth by improving the business environment and attracting investment, allowing new SMEs to emerge and fostering trade, the green economy and tourism, all of which generate new jobs and new opportunities; underlines the need to create an environment conducive to investment, with stability, legal security and the fight against corruption at its core; calls, therefore, on the EU to encourage structural reforms in the economic, social and legal arenas as part of its support for democratic transitions noting emphatically the close interweaving of democratic and socio-economic development; welcomes the Commission’s flagship initiatives on SMEs and on regional energy markets and energy efficiency; believes that these efforts should be reflected in the Multiannual Financial Framework (MFF);

Welcomes the fact that the EU 2020 Strategy highlights the importance of industrial policy for sustainable growth, social and economic welfare, and for employment in Europe; calls for a comprehensive vision for European industry in the year 2020, with a view to ensuring that a diversified, competitive, sustainable and low-carbon industrial base is maintained and further developed and that decent green jobs are created as a result; supports strongly the continuation of guarantee instruments in the framework of the Competitiveness and Innovation Framework Programme (CIP) and calls for the resources allocated to the CIP to be extended and considerably expanded; asks the Commission for there to be a stronger emphasis on mezzanine financial instruments in the next generation of programmes and to support them with risk-sharing funds and facilities;

La Commission appelle donc à renforcer la coordination des politiques nationales afin de soutenir les efforts de modernisation et de développement des systèmes de soins de santé, et encourage une stratégie globale qui comprendrait les trois autres domaines de la protection social: retraites, inclusion social et salaires.
The Commission therefore calls for the coordination of national policies to be stepped up in order to support the modernisation and development efforts in the healthcare sector and calls for a global strategy which would include the other three main areas of social protection: pensions, social inclusion and pay.

On pourrait en outre faire valoir qu'au lieu de contribuer à hauteur de 100 %, la Commission pourrait aussi bien lancer un appel d'offres en vue de conclure un contrat d'entreprise, dans lequel la Commission pourrait préciser d'une manière détaillée ce qu'elle recherche et être "propriétaire" du résultat final.
It could furthermore be argued that instead of making a 100% contribution, the Commission could equally well launch a Call for Tenders for a business contract, by which the Commission could specify in detail what it is looking for as well as be the 'owner' of the end result.
