36. invite les États membres et la Commission à associer les partenaires sociaux, conformément aux pratiques nationales, à un processus de développement et de modernisation de la protection sociale, et à développer le dialogue social au niveau de l'Union et au niveau national; invite également les partenaires sociaux à inscrire les questions liées aux droits du travail et à la protection social des travailleurs indépendants à l'ordre du jour de leurs travaux afin de mettre en place un cadre de protection sociale suffisante pour les travailleurs indépendants, fondé sur la réciprocité et le principe de non-discrimination et à examiner l'opportunité et la manière d'associer les travailleurs indépendants aux conventions collectives, notamment par des stratégies spécifiques visant à intégrer les préoccupations des travailleurs indépendants dans les cas où la législation nationale ne permet pas la représentation syndicale des travailleurs indépendants; encourage les partenaires sociaux à procéder à un échange de bonnes pratiques entre les syndicats et les associations professionnelles concernant les services proposés aux travailleurs indépendants, la lutte contre le faux travail indépendant et l'organisation des travailleurs indépendants;
36. Calls on the Member States and the Commission to involve social partners, in accordance with national practises, in a process of developing and modernising social protection and to develop the social dialogue at EU and national level; calls also on social partners to place issues linked to the labour rights and social protection of self-employed workers on the agenda, in order to introduce adequate social protection framework provisions for the self-employed, based on reciprocity and the principle of non-discrimination, and analyse if and how self-employed workers should be included in collective bargaining, including specific strategies on how to include the concerns of self-employed workers in cases where national law does not allow for trade union representation of self-employed workers; encourages social partners to exchange good practices among trade unions and professional associations on services provided to the self-employed, fighting bogus self-employment, and organising own-account self-employed workers;

Afin de compléter ou de modifier certains éléments non essentiels du présent règlement, il convient de déléguer à la Commission le pouvoir d'adopter des actes délégués conformément à l'article 290 du traité sur le fonctionnement de l'Union européenne (TFUE) pour ce qui concerne: la modification des annexes I, II, IV et V du présent règlement afin de les adapter au progrès technique ou de tenir compte de développements réglementaires internationaux dans le domaine des essais cliniques auxquels l'Union ou les États membres sont associés; la modification de l'annexe III afin d'améliorer les informations sur la sécurité des médicaments, d'adapter les exigences techniques au progrès technique ou de tenir compte des développements réglementaires internationaux dans le domaine des exigences de sécurité applicables aux essais cliniques approuvées par les organismes auxquels l'Union ou les États membres sont associés; la spécification des principes et des lignes directrices de bonnes pratiques de fabrication et les modalités d'inspection pour garantir la qualité des médicaments expérimentaux; la modification de l'annexe VI afin de garantir la sécurité des participants ainsi que la fiabilité et la robustesse des données générées lors d'un essai clinique ou de tenir compte du progrès technique.
In order to supplement or amend certain non-essential elements of this Regulation, the power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union (TFEU) should be delegated to the Commission in respect of: the amendment of Annexes I, II, IV and V to this Regulation in order to adapt them to technical progress or to take account of international regulatory developments in which the Union or the Member States are involved, in the field of clinical trials; the amendment of Annex III in order to improve the information on the safety of medicinal products, to adapt technical requirements to technical progress or to take account of international regulatory developments in the field of safety requirements in clinical trials endorsed by bodies in which the Union or the Member States participate; the specification of the principles and guidelines of good manufacturing practice and the detailed arrangements for inspection for ensuring the quality of investigational medicinal products; the amendment of Annex VI in order to ensure subject safety and the reliability and robustness of data generated in a clinical trial or to take account of technical progress.

6. demande la création d'une sous-commission des droits de l'homme avec la Syrie dans le cadre de l'accord d'association, à l'instar de la procédure adoptée avec la Jordanie et le Maroc, afin d'établir un dialogue structuré sur les droits de l'homme et la démocratie; estime que cette sous-commission doit être une composante essentielle du plan d'action; souligne combien il est important de consulter la société civile et de l'associer aux travaux de cette sous-commission afin de mieux surveiller l'évolution des droits de l'homme; insiste par ailleurs sur la nécessité pour le Parlement européen de participer étroitement aux activités et au suivi de cette sous-commission;

Calls for the setting up of a subcommittee on human rights with Syria in the framework of the Association Agreement, as has been done with Jordan and Morocco, so as to develop a structured dialogue on human rights and democracy; believes that such a subcommittee would constitute a key element in the Action Plan; emphasises the importance of civil society being consulted on and involved in the work of this subcommittee in order better to monitor the human rights situation; stresses also the necessity for the European Parliament to be closely associated in the work and follow-up of this subcommittee;

Conformément à ces dispositions, avant de prendre les décisions prévues aux articles 7, 8 et 23 et à l'article 24, paragraphe 2, du règlement no 1/2003 et à l'article 6, paragraphe 3, à l'article 7, paragraphe 3, à l'article 8, paragraphes 2 à 6 et aux articles 14 et 15 du règlement sur les concentrations, la Commission donne aux personnes, entreprises et associations d'entreprises, selon le cas, l'occasion de faire connaître leur point de vue au sujet des griefs retenus contre elles; elles bénéficieront du droit d'accès au dossier de la Commission afin de respecter pleinement leurs droits de la défense dans le déroulement de la procédure.
In accordance with these provisions, before taking decisions on the basis of Articles 7, 8, 23 and 24(2) of Regulation (EC) No 1/2003 and Articles 6(3), 7(3), 8(2) to (6), 14 and 15 of the Merger Regulation, the Commission shall give the persons, undertakings or associations of undertakings, as the case may be, an opportunity of making known their views on the objections against them and they shall be entitled to have access to the Commission's file in order to fully respect their rights of defence in the proceedings.

Sur cette base, la Commission européenne a adopté, le 24 juin 2009, une communication intitulée «Lutte contre le cancer: un partenariat européen»[5] (ci-après la «communication de la Commission») afin d’aider les États membres à lutter contre le cancer en mettant en place un cadre qui permettra le recensement et l’échange des informations, des capacités et de l’expertise en matière de prévention de la maladie et de lutte contre celle-ci, et en associant les parties concernées dans toute l’Union à une action collective.
On this basis, the European Commission adopted on 24 June 2009 a Communication on Action Against Cancer: European Partnership[5] (hereafter the Commission Communication) to support the Member States in their efforts to tackle cancer by providing a framework for identifying and sharing information, capacity and expertise in cancer prevention and control, and by engaging relevant stakeholders across the European Union in a collective effort.

As for the costs of adapting to the Euro, the Commission, in association with the Member States, will ensure that the outermost regions receive special attention in awareness raising and training campaigns in order to smooth over the switchover to the single currency.
