5. Les interdictions figurant aux paragraphes 1 et 3 ne s'appliquent pas à l'exécution, jusqu'au 28 octobre 2014, des opérations requises par un accord commercial conclu avant le 30 juillet 2014 portant sur des équipements ou technologies essentiels, tels qu'énumérés à l'annexe III, ou par des contrats accessoires nécessaires à l'exécution de ces contrats, pour autant que la personne physique ou morale, l'entité ou l'organisme souhaitant se livrer à de telles opérations, ou fournir une assistance dans le cadre de ces opérations, ait notifié, au moins dix jours ouvrables à l'avance, l'opération ou l'assistance à l'autorité compétente de l'État membre sur le territoire duquel il ou elle est établi(e).
5. The prohibitions in paragraphs 1 and 3 shall not apply to the execution, until 28 October 2014 of transactions required by a trade contract concluded before30 July 2014 concerning key equipment or technology as listed in Annex III or by ancillary contracts necessary for the execution of such contracts provided that the natural or legal person, entity or body seeking to engage in such transactions, or to provide assistance to such transactions, has notified, at least 10 working days in advance, the transaction or assistance to the competent authority of the Member State in which it is established.
