Considers that the redundancies in Duferco and NLMK are linked to major structural changes in world trade patterns due to globalisation, given that the steel production sector has undergone serious economic disruption, in particular a rapid decline in the EU’s market share; furthermore, as a consequence of the economic crisis and a relative increase in production costs, world trade patterns were worsened by other factors such as a decline in demand for steel in the automotive and construction sector;

7. estime que les licenciements survenus sur le site de production de Carsid SA («Carsid») sont dus à des modifications majeures de la structure du commerce international résultant de la mondialisation et à la baisse rapide de la part de l'Union dans le secteur de la production d'acier brut issu de la coulée continue (billettes, blooms et brames) à l'échelon mondial ainsi qu'à une diminution constante de la production d'acier brut issu de la coulée continue dans l'Union en raison d'une baisse de la demande d'acier dans le secteur de l'automobile et de la construction;

Considers that the redundancies in the production plant of Carsid SA (‘Carsid’) are linked to major structural changes in world trade patterns due to globalisation and a rapid decline in the Union’s market share in the sector of the production of continuously-cast crude steel (which includes billets, blooms and slabs) at worldwide level and a consistent decline in the production of cast crude steel in the Union due to a decrease in demand for steel in the automotive and construction sectors;

15. salue l'approche transversale de la politique industrielle adoptée par la Commission et souligne l'importance d'une approche globale qui soit cohérente et coordonnée dans les domaines où les autres champs d'action (tels que la concurrence, le commerce, l'énergie, l'environnement, l'innovation, les fonds structurels, le marché unique, etc.) tiennent compte des objectifs de la stratégie RISE; renvoie, à cet égard, à la Communauté européenne du charbon et de l'acier (CECA), qui constitue une preuve qu'une action intégrée et innovatrice dans le domaine de la politique industrielle peut être un succès, qu'elle peut générer de la croissance et des emplois, et qu'elle est de nature à favoriser sa propre intégration et le partenariat social; affirme que la stratégie RISE devrait se fonder sur un concept de politique industrielle horizontal plutôt que vertical; estime que – tout en accordant attention suffisante aux industries de base – des mesures spécifiques à certains secteurs devraient soutenir les chaînes de valeur et les conglomérats d'activité à fort potentiel de croissance et être liées à la spécialisation sectorielle promouvant des stratégies favorisant la haute technologie et une forte valeur ajoutée ainsi que l'innovation, les compétences, l'entreprenariat, l'emploi et la créativité; relève, à cet égard, les stratégies sectorielles dans l'automobile (Cars 2020) et la sidérurgie (plan d'action pour l'acier) et invite la Commission à adopter des mesures appropriées pour mettre en œuvre ces stratégies; invite les États membres et la Commission à accorder une attention suffisante aussi aux secteurs disposant d'un savoir-faire robuste et d'un niveau élevé d'investissement en recherche et développement et de création de valeur ajoutée, y compris en matière de procédés innovants;
15. Applauds the Commission’s transversal approach to IP and stresses the importance of a holistic approach that is both coherent and coordinated in areas where all other policy fields (such as competition, trade, energy, the environment, innovation, structural funds, the Single Market etc.) take into account the aims of RISE; recalls, in this connection, the European Coal and Steel Community (ECSC) which proves that successful, integrated and innovative action is possible in the field of IP, and that it generates growth and employment, promotes its own integration and is of a social partnership nature; holds that RISE should be based upon a horizontal rather than a vertical IP concept; believes that – while paying due attention to the basic industries – sector-specific measures should support value chains and activity clusters with a high growth potential and must be connected to sectoral specialisation promoting high-tech and high-value-added strategies as well as innovation, skills, entrepreneurship, employment and creativity; notes, in this regard, the sectoral strategies in the motor vehicle (CARS 2020) and steel (steel action plan) industries and calls upon the Commission to adopt appropriate measures to implement those strategies; calls on the Member States and the Commission also to give sufficient focus to sectors with solid know-how and a high degree of RD investment and added-value creation including process innovation;
