The Community aid will be used to support a programme to liberalize regional trade, together with the setting-up of a Regional Payments System modelled on the European Payments Union, which functioned successfully in post-war Europe in similar conditions (non- convertible currencies, shortage of foreign exchange), allowing a remarkable growth in trade in Europe and a return to convertibility for the currencies of the countries participating.
