In order to improve the exchange of information and coordination between the Member States, the Commission and the Committee of the Regions, the Commission should transmit such provisions to the Member States and to the Committee of the Regions.

notes with satisfaction that the Republic of Moldova recently completed the process of establishing the legal and institutional framework for regional development, along the lines of the system in place in the EU Member States; welcomes the establishment of the development regions, functional territorial units which form a framework for the planning, assessment and implementation of regional development policy under the EU's nomenclature of territorial units for statistics, NUTS; applauds the creation of the national council for regional development coordination and the national fund for regional development which receive 1 % of the State budget each year (approximately EUR 8 million in 2010); highlights the fact that money is distributed by the fund on the basis of a transparent and sustainable mechanism for financing regional development;

15. In its opinion of 10 October 2002 on the first progress report [Not published in the Official Journal], the Committee of the Regions underlines as well the importance of assistance for less-developed regions, the coordination of Community policies and the simplification of procedures.

In its first opinion, the Committee identified the challenges facing the Union (enlargement, globalisation, a growing dynamic between the centre and the periphery, macro-economic stability, etc.) and the consequences to be drawn; maintaining aid under Objective 1 beyond 2006; overcoming the negative statistical impact of enlargement on average per capita GDP; raising the ceiling set at 0.45% of GDP for the Structural Funds; creating a resource to stabilise regional income in the event of an unexpected economic shock; consolidating the programme of Community Initiatives; adopting an open method of coordination to deal with the problems of economic and social cohesion which the Objective 2 regions are experiencing, and giving priority to investment in the less-favoured regions.
