Afin de sélectionner le facteur d'évaluation le plus adéquat, un Comité directeur d'évaluation du programme SAPARD a été mis sur pied.
For the selection of the most appropriate evaluator the Steering Committee for the evaluation of the SAPARD programme was established.

Un ou plusieurs États membres participants ou le directeur peuvent présenter au comité directeur un projet ou programme ad hoc relevant des attributions de l'Agence, ce qui suppose que tous les États membres participants s'y associent, en indiquant également la valeur ajoutée attendue de l'Agence.
1. One or more participating Member States or the Chief Executive may submit to the Steering Board an ad hoc project or programme within the Agency's remit, which shall presume general participation by the participating Member States, indicating also the expected added value brought by the Agency.

Cette initiative consistera: à mettre en place un réseau d’excellence sur la recherche européenne destiné à renforcer les capacités de conception et d’évaluation de programmes d’innovation sociale; à élaborer un projet de recherche européen dans le domaine de l’innovation sociale visant à concevoir des méthodes fonctionnelles et des outils concrets d’analyse d’incidence; à définir des principes communs régissant la conception, la mise en œuvre et l’évaluation de projets à petite échelle visant à évaluer des mesures novatrices (ou des réformes) avant de les généraliser (expérimentation sociale); à lancer des campagnes d’information et de sensibilisation consacrées à l’innovation sociale; à créer un «comité directeur de haut niveau» chargé de fournir des conseils et des orientations sur l’élaboration d’actions.
Comprised within the initiative will be: A European research excellence network to promote capacity building for the design and evaluation of social innovation programmes. A European research project in the area of social innovation aimed at devising workable methods and concrete impact measurements. The definition of common principles on the design, implementation and evaluation of small scale projects designed to test policy innovations (or reforms) before adopting them more widely (social experiments).

Compte tenu de la complexité de l'évaluation à mi-parcours et du temps nécessaire à la préparation des procédures visant à sélectionner un évaluateur et à exécuter l'évaluation elle-même, le comité de suivi a approuvé, lors de sa seconde réunion, un comité directeur chargé de passer en revue les préparations de l'évaluation.
In view of the complexity of the mid-term evaluation and the time needed to prepare the procedures to select an evaluator and to carry out the evaluation itself, the Monitoring Committee at its second meeting approved a Steering Committee to oversee the preparations for the evaluation.

Takes note that in order to prevent conflicts of interest in respect to its Governing Board members, experts and employees, the Joint Undertaking has put in place specific measures which are included in the rules of procedure of both the Governing Board and the Scientific Committee, as well as in the documentation on the code of conduct and conflicts of interest in the case of independent experts during evaluation; notes furthermore that the Joint Undertaking has adopted an updated and comprehensive policy on conflicts of interest for both management and staff members in April 2013;

Le secrétariat est responsable de la coordination globale et de la supervision des activités dans le cadre de BONUS, de la publication, de l'évaluation et de l'organisation des appels ainsi que de la supervision des projets financés, tant au point de vue contractuel que scientifique, et enfin des rapports au comité directeur sur l'avancement du programme.
The Secretariat shall be responsible for the overall coordination and monitoring of activities of BONUS, the publication, evaluation and implementation of the calls and the monitoring of the funded projects, both from the contractual as well as scientific point of view and for reporting on progress to the Steering Committee.

(17) The Governing Board should adopt a rolling triennial work programme that should be examined by the Commission, with regard to its complementarity with Community policies and instruments, and an annual report, including a full statement of accounts, which should be transmitted to the Commission, the European Parliament, the Council and the Court of Auditors.
