Emphasises firmly that, ever since the creation of the International Negotiating Committee that prepared the Rio Convention in 1992, the EU has been seeking to negotiate with third countries an international agreement aimed at protecting against climate change, but so far without success, despite the growing urgency highlighted by a virtually unanimous scientific consensus; calls for the continued leadership of the EU and highlights the crucial need to ensure that a global binding agreement is concluded at the Paris Convention, with a full commitment by all parties to effectively averting dangerous climate change; emphasises that these negotiations must lead to a legally binding agreement with economy-wide targets for all parties, respecting the agreed objective of limiting global warming to below 2 °C; stresses that a comprehensive international agreement will level the playing field for industry and reduce the risk of carbon leakage from the EU;

2. rappelle à la Commission que, depuis l'expiration du traité CECA, elle est chargée de traiter les effets économiques et sociaux de l'évolution de la sidérurgie européenne; invite la Commission à s'appuyer sur l'expérience positive de la CECA et à constituer un organe tripartite (syndicats, industrie et Commission) afin d'œuvrer au développement à venir de la sidérurgie européenne, d'anticiper en consultant et en informant les travailleurs et de garantir le respect total des dispositions de la directive concernant l'institution d'un comité d'entreprise européen ;
2. Recalls that the Commission is entitled, following the expiration of the ECSC Treaty, to address the economic and social impact of developments in the European steel industry, and calls on the Commission to take into account the positive experience of the ECSC and to establish a tripartite body (trade unions, industry and the Commission) to work towards further development of the European steel industry, to ensure anticipation, consultation and the provision of information to workers and to secure full compliance with the legal requirements of the European Works Council Directive ;
