Notes that in 2013, the Commission’s Internal Audit Service (IAS) carried out a limited review on the adequacy of the design and effectiveness of the implementation of internal control standards (ICS), which covered 16 ICS adopted by the Management Committee in May 2011; notes furthermore that as a result of that limited review, and taking into account the recent set-up of the Office and the current status of operations and administration, the IAS made 18 recommendations, of which one rated as "Critical" and four as "Very Important”;

En fait, notre commission estime que la clarification des tâches confiées à l'Office, la délimitation des responsabilités entre l'Office et la Commission, l'identification claire de la responsabilité politique du comité de gestion et de la responsabilité administrative du directeur de l'Office, ainsi que la clarification du rôle de la Commission en tant qu'autorité investie du pouvoir de nomination de fonctionnaires et qu'autorité habilitée à conclure des contrats pour d'autres agents, contribueront à une "attribution (beaucoup plus) claire des responsabilités administratives et politiques", comme le souhaite le Parlement européen dans sa résolution.
In fact, our committee considers that the clarification of the tasks entrusted to the Office, the delimitation of responsibilities between the Office and the Commission, the clear identification of the political responsibility of the Management Committee and of the administrative responsibility of the Director of the Office, as well as the clarification of the role of the Commission as appointing authority for officials and authority empowered to conclude contracts for other servants will contribute to a much more clear ‘allocation of administrative and political responsibilities’ as requested by the European Parliament in its resolution mentioned above.

(b) However, where management procedures are adopted for running programmes with appreciable financial implications and for granting significant financial assistance - as provided for in the most recent Commission proposal of 24 June 1998 for a Council decision (COM(98)0380) - then the threshold for establishing management committees should be clearly defined and set at a relatively high level (e.g. ECU 100 m with only projects worth more than ECU 10 m being subject individually to the committee procedure).
