Recognises the critical contribution of the African Peace Facility in developing the triangular partnership between the UN, the EU and the AU; believes that this Facility provides both an entry point and a potential lever for creating a stronger partnership between the EU and the AU and has proved indispensable in allowing the AU, and through it the eight Regional Economic Communities (RECs), to plan and manage their operations; considers it vital that the EU institutions and Member States remain closely engaged if the Facility is to be fully utilised and that the AU demonstrate higher levels of efficiency and transparency in using the funds; takes the view that the APF should focus on structural support rather than just bankrolling African forces’ pay; acknowledges that there are other funding mechanisms in use, but believes that given the Facility’s sole focus on Africa, as well as its clear goals, it is especially important with regard to PSOs in Africa; considers that Civil Society Organisations (CSOs) working on peace-building in Africa should be given the opportunity to contribute their views, as part of a more strategic engagement with CSOs on peace and security; remains concerned at the continuing problems of financing and political will on the part of African countries; notes the Council conclusions of 24 September 2012 which state that ‘funding, alternative to the funding from the EDF, will have to be considered’.

The Union Civil Protection Mechanism (the Mechanism) seeks to strengthen cooperation between the EU and EU countries, and to facilitate coordination between them, in the field of civil protection.

1. Le mécanisme de protection civile de l'Union (ci-après dénommé "mécanisme de l'Union") vise à renforcer la coopération entre l'Union et les États membres et à faciliter la coordination dans le domaine de la protection civile en vue de rendre plus efficaces les systèmes de prévention, de préparation et de réaction en cas de catastrophes naturelles ou d'origine humaine.
1. The Union Civil Protection Mechanism ("the Union Mechanism") shall aim to strengthen the cooperation between the Union and the Member States and to facilitate coordination in the field of civil protection in order to improve the effectiveness of systems for preventing, preparing for and responding to natural and man-made disasters.

4. Sans préjudice du rôle de la Commission tel qu'il est défini au paragraphe 3, et en respectant l'impératif d'une réaction opérationnelle immédiate via le mécanisme de l'Union, la Commission informe, lorsque le mécanisme de l'Union est activé, le Service européen pour l'action extérieure afin d'assurer la cohérence entre les opérations de protection civile et les relations globales de l'Union avec le pays touché.
4. Without prejudice to the Commission's role, as defined in paragraph 3, and respecting the imperative for an immediate operational response through the Union Mechanism, the Commission shall upon activation of the Union Mechanism inform the European External Action Service to allow for consistency between the civil protection operation and the overall Union relations with the affected country.

Welcomes the finalisation of the negotiations on the EU-Turkey readmission agreement and calls on the Turkish Government to ensure that, until this agreement enters into force, existing bilateral agreements are fully implemented; underlines the importance of intensifying cooperation between the EU and Turkey on migration management and border controls, inter alia given the large percentage of illegal immigrants entering EU territory via Turkey; welcomes the consultation with civil society on three draft laws in the field of asylum and urges the Government to bring the laws before Parliament without delay; takes the view that, once the readmission agreement enters into force, the Council should mandate the Commission to initiate a visa dialogue, with particular attention to the matter of entry conditions for businesspeople and students travelling to the EU, as a necessary step in relation to mobility;

Notes that the existing EU Civil Protection Mechanism, as defined in Council Decision 2007/779/EC, is currently the appropriate instrument to deal with CBRN disasters, and stresses that this structure should be the forum where emergency decisions concerning CBRN disaster preparedness and response should be taken; notes, however, that in order to achieve this goal and to ensure proper prevention and detection, cooperation must be established with civil protection bodies, with the intelligence and law-enforcement authorities, as well as with security-service, military information and response centres in each of the Member States and at EU level, such as the Civilian Planning and Conduct Capability (CPCC) of the Political and Security Committee (PSC) and the Joint Situation Centre (SitCen); recalls, further, the role of the Standing Committee on Operational Cooperation on Internal Security (COSI), which is tasked with facilitating, promoting and strengthening operational cooperation among the relevant national authorities of the Member States in the field of internal security;

On 13 September 2004 the Council authorised the Presidency, assisted where necessary by the Secretary-General/High Representative, in case of future EU civilian crisis management operations, to open negotiations with third States with a view to concluding an Agreement on the basis of the model Agreement between the European Union and a third State on the participation of a third State in an European Union civilian crisis management operation.
