L'argent des contribuables doit être affecté à des priorités précises et des projets visibles qui comportent une valeur ajoutée au niveau de l'UE et répondent aux besoins et aux attentes des citoyens européens, affirme l'avis du CESE, élaboré conjointement avec le corapporteur Gérard Dantin (groupe des travailleurs, France).

Calls on the institutions to abide by the Turco judgment on legal service opinions drafted in the framework of the legislative process, which ruled that ‘it is precisely openness in this regard that contributes to conferring greater legitimacy on the institutions in the eyes of European citizens and increasing their confidence in them by allowing divergences between various points of view to be openly debated’ and that ’it is in fact rather a lack of information and debate which is capable of giving rise to doubts in the minds of citizens, not only as regards the lawfulness of an isolated act, but also as regards the legitimacy of the decision-making process as a whole’ ;

En outre, dans sa résolution du 8 juin 2005 sur les défis politiques et les moyens budgétaires de l'Union élargie 2007-2013 , le Parlement européen affirme qu'un programme de participation civique reste une priorité pour rapprocher l'Europe de ses citoyens grâce à une démarche partant de la base.
Furthermore, the European Parliament, in its resolution of 8 June 2005 on Policy Challenges and Budgetary Means of the enlarged Union for the 2007-2013 period , stated that a Civic Participation Programme remained a priority, with a view to bringing Europe closer to its citizens through a bottom-up process.
