(11) Afin d’éviter une charge administrative disproportionnée et de réduire autant que possible les coûts pour les États membres et pour les entreprises, notamment les PME, il convient que le présent règlement prévoie la possibilité d’exempter un État membre ou une entreprise de ses obligations de communication d’informations à condition que des informations équivalentes aient déjà été fournies à la Commission par un État membre ou par un organisme spécifique chargé de la planification pluriannuelle des investissements et de la communication des données et des informations qui doivent être fournies conformément au présent règlement en ce qui concerne son plan pluriannuel de développement des réseaux et d'investissement dans les infrastructures énergétiques au niveau de l'Union.
(11) With a view to avoiding disproportionate administrative burdens and to minimise costs to Member States and undertakings, in particular for small and medium-sized enterprises, this Regulation should give the possibility to exempt Member States and undertakings from reporting obligations provided that equivalent information has already been supplied to the Commission by a Member State or by a specific body entrusted with multi-annual investment planning and reporting on the data and information to be supplied pursuant to this Regulation with regard to its Union-wide multi-annual network development and investment plan in energy infrastructure.

(20) In order to ensure uniform conditions for the implementation of this Regulation with regard to the methods of analysis for determining the composition of aromatised wine products; decisions on conferring protection on geographical indications and on rejecting applications for such protection; decisions on cancelling the protection of geographical indications and of existing geographical designations; decisions on approval of application for amendments in the case of minor amendments to the product specifications; the information to be provided in the product specification with regard to the definition of geographical indication; the means of making decisions on protection or rejection of geographical indications available to the public; relating to the submission of trans-border applications; checks and verifications to be carried out by Member States; the procedure, including admissibility, for the examination of applications for protection or for the approval of an amendment of a geographical indication, and the procedure, including admissibility, for requests for objection, cancellation or conversion and the submission of information relating to existing geographical designations; administrative and physical checks to be carried out by Member States; and rules on providing the information necessary for the application of the provision concerning the exchange of information between Member States and the Commission, the arrangements for the management of the information to be notified , the content, form, timing, frequency and deadlines of the notifications and arrangements for transmitting or making information and documents available to the Member States, the competent authorities in third countries, or the public ; implementing power should be conferred on the Commission.

In this context Ministers agree : to provide, on request and in a proportionate manner, the information needed to carry out assessments of EU administrative burdens and ; that the methodology proposed by the Commission provides a common basis for the collection and exchange of data; notes that the measurement of administrative burdens at the EU level complements and reinforces the domestic initiatives of a number of Member States, which remain voluntary in nature; invites the Commission to explore how best to integrate the measurement of administrative burdens into its simplification work programme and to provide information to the Council on how this is being achieved during the first half of 2006; reiterates its October 2004 invitation to the Commission and the Member States to consider developing quantitative objectives for the reduction of the administrative burden on business in selected areas.
