Is concerned about the legal and political uncertainty regarding the autonomy of Vojvodina and the rising political tensions between the central and the provincial authorities following the intention of the Vojvodina Assembly to pass a declaration on the province’s autonomy; calls on the Serbian Government to restore the status quo ante and abjure centralising measures and to start immediate negotiations with the government of the Autonomous Province in order to find solutions which respect the principles of rule of law and subsidiarity; reminds the parties that according to the Constitution the law on financing of the Autonomous Province should have been adopted by the end of 2008; thus encourages the Government to draft such a law and submit it to the Parliament without further delay, since this is indispensable for the functioning of democracy and the rule of law in Serbia;

(D) Whereas the Dutch authorities argue that the redundancies covered by this application have to be seen in addition to the redundancies covered by application EGF/2009/029 NL/Gelderland and Overijssel Division 18 as Drenthe is a contiguous region at NUTS II level with Overijssel. Whereas the Netherlands further state that the province of Drenthe is in a very difficult situation as this province has the third highest unemployment rate in the Netherlands (7,5%) and that Drenthe counts amongst the provinces in the Netherlands with a pro capita income significantly below the average. Besides, this province has a low population density compared to the other provinces concerned by the other 5 applications as well as a low level of industrial activities.

Monsieur le Président, Mesdames et Messieurs, comme vous le savez, j’aurais souhaité l’adoption de cette initiative en première lecture et j’aurais voulu qu’un trilogue informel ou qu’un accord informel entre le Parlement, le Conseil et la Commission permette à cette initiative d’aller plus loin.
Mr President, ladies and gentlemen, as you know, I would have liked to have this initiative adopted at first reading and for an informal trialogue, or an informal agreement between Parliament, Council and Commission, to have allowed us to go ahead with this initiative.

I shall be attending the Education Council on 29 November, and on that occasion we will be discussing the best way to follow up the European Year of Languages, because it is not enough to have launched an action and for that action to have been received with great enthusiasm on the part of the public; this action also needs to be followed up.

- (IT) Monsieur le Président, j'ai voté en faveur du rapport Plooij-Van Gorsel sur la communication "Vers un espace européen de la recherche", même si j'aurais beaucoup apprécié qu'on décide enfin de réunir dans un seul projet toutes les recherches menées dans toute l'Europe aux divers niveaux gouvernementaux : les mairies dépensent de l'argent pour la recherche, les provinces dépensent de l'argent pour la recherche, les régions dépensent de l'argent pour la recherche, les États nationaux et, enfin, l'Union européenne. Un seul centre de dépenses, à savoir l'Union européenne, devrait utiliser tous ces deniers.
– (IT) Mr President, I voted for the Plooij-Van Gorsel report on the communication “Towards a European research area”, although I would have been very pleased if the decision had at last been taken to place all the research carried out throughout Europe at various levels of government under the same umbrella. Town, provincial and regional councils all spend money on research, the individual State governments spend money on research and so does the European Union. All this money should be managed by a single expenditure centre: the European Union.
