Nous avons décidé de voter contre la modification de la décision instituant le CEPOL, qui prévoit le déménagement de cette agence de Bramshill (Royaume-Uni) à Budapest (Hongrie), car nous estimons qu'elle constitue un dangereux précédent institutionnel dans l'Union européenne par rapport aux sièges des organes et agences de l'Union. En effet, alors que la Commission proposait de fusionner le CEPOL avec Europol à La Haye, le Conseil a décidé d'accepter la décision unilatérale d'un État membre de ne plus héberger le siège de cette agence à l'endroit prévu ni même ailleurs sur son territoire. Il a débattu de plusieurs candidatures à l'accueil du CEPOL lors d'un déjeuner informel, niant en cela le droit du Parlement européen d'examiner les évaluations des incidences budgétaires de ce déménagement. Or, la réunion du CEPOL et d'Europol est raisonnablement la meilleure voie à suivre pour garantir la minimisation des coûts et l'amélioration des synergies. Le Conseil ne précise pas qui financera le déménagement du CEPOL et laisse cette agence et son personnel dans l'incertitude. Comme il ressort de son document n° 6476/14, il a entrepris l'examen d'une nouvelle révision de la décision instituant le CEPOL, ce qui nous amène à la conclusion qu'il eût mieux valu inviter le Conseil à communiquer au Parlement des analyses d'incidences détaillées et à attendre la révision complète de ladite décision.
We decided to vote against the Decision on Cepol as amended foreseeing to move Cepol from Bramshill (UK) to Budapest (HU) as we believe that this creates a dangerous institutional precedent in the EU in relation to the location of bodies and agencies: while the Commission proposed to merge Cepol with Europol in The Hague, the Council decided to accommodate the unilateral decision of a Member State not to host such body anymore in the foreseen location or within the same Member State; it discussed during an informal lunch different location candidatures, denying to the EP the right to examine the accompanying budgetary impact assessments; the co-location of Cepol and Europol reasonably appears to be the best option to ensure that costs are minimized and synergies improved; it is unclear who will pay for the relocation, while Cepol and its staff members are subjected to uncertainty; the Council is discussing a further review of the Cepol Decision, as illustrated in Council document 6476/14, which leads us to the conclusion that it would have been better to call the Council to provide the EP with a detailed impact assessments and wait for the Cepol decision to be reviewed in its entirety.

MISCELLANEOUS DECISIONS (Adopted without debate) Development and implementation of the European Environment Agency - Council Conclusions "THE COUNCIL HAVING NOTED that Council Regulation (EEC) No 1210/90 of 7 May 1990 [6] makes provision in its Article 20 for a decision on further tasks for the Agency, based on a Report from the Commission, no later than two years after the entry into force of the Regulation; that, in accordance with Article 21, the Regulation came into force on 30 October 1993, the day following the decision of the competent authorities to locate the seat of the Agency in Copenhagen; HAVING FURTHER NOTED that the Agency started to operate only in mid-1994 with its full staff not in post until the end of 1995 and that it would be desirable to allow the Agency at least two fully operational years before a decision is made on the assignment of further tasks to it; RECALLING that Articles 2 and 4 of the Regulation provide for the building of a network of organizations in its member countries which can contribute to the completion of the tasks of the Agency; FURTHER RECALLING that Article 19 of the Regulation opens the Agency to countries which are not members of the European Communities which conclude an agreement with the Community following the procedure in Article 228 of the Treaty, 1. WELCOMES AND SUPPORTS the communication from the Commission on the Review of the development and implementation of Council Regulation (EEC) No 1210/90 on the establishment of the European Environment Agency (EEA) and the European Environment Information and Observation Network (EIONET).
