TRADUCTIONS EN CONTEXTE

2. La Commission est habilitée à adopter des actes délégués conformément à l'article 26 du présent règlement afin de modifier les principales modalités, conditions et procédures énoncées dans la partie III de l'annexe I du présent règlement et régissant le concours de l'Union à chaque instrument financier établi conformément aux règles pour les instruments de prêt et les instruments de fonds propres énoncées dans la partie III de l'annexe I du présent règlement, conformément aux conclusions du rapport intermédiaire et de l'évaluation indépendante de la phase pilote de l'initiative Europe 2020 relative aux emprunts obligataires pour le financement de projets établie au titre de la décision no 1639/2006/CE et du règlement (CE) no 680/2007, et afin de tenir compte de l'évolution des conditions du marché en vue d'optimiser la conception et la mise en œuvre des instruments financiers relevant du présent règlement.
2. The Commission shall be empowered to adopt delegated acts in accordance with Article 26 of this Regulation to modify the main terms, conditions and procedures laid down in Part III of Annex I to this Regulation governing the Union contribution to each financial instrument established under the Debt Framework or Equity Framework laid down in Part III of Annex I to this Regulation in accordance with the results of the interim report and the independent full -scale evaluation of the pilot phase of the Europe 2020 Project Bond Initiative established under Decision No 1639/2006/EC and Regulation (EC) No 680/2007, and in order to take into account changing market conditions with a view to optimising the design and implementation of the financial instruments under this Regulation.

Ces instruments devraient être conçus sur la base de l'expérience acquise lors de la mise en œuvre des instruments financiers du CFP (2007-2013), tels que l'instrument de garantie de prêts pour les projets RTE-T (GPTT), le mécanisme de financement avec partage des risques (MFPR), le Fonds européen 2020 pour l'énergie, le changement climatique et les infrastructures ("fonds Marguerite") et l'initiative des emprunts obligataires Europe 2020 pour le financement de projets.
The design of those instruments should draw upon the experience gained in the implementation of financial instruments in the MFF (2007-2013), such as the Loan Guarantee instrument for TEN-T projects (LGTT), the Risk-Sharing Finance Facility (RSFF), the 2020 European Fund for Energy, Climate Change and Infrastructure (the 'Marguerite Fund') and the Europe 2020 Project Bond Initiative.

In addition, the European Parliament emphasised the need to maximise the impact of Union funding and the opportunity offered by the Cohesion and by the European Structural and Investment Funds and financial instruments to fund key national and cross-border European priority energy infrastructure projects, and stressed the need for a substantial allocation from the Union budget for financial instruments in this field.

On a broader front, the Union must be a driving force behind the development and promotion of international standards for personal data protection, based on relevant Union instruments on data protection and the 1981 Council of Europe Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data, and in the conclusion of appropriate bilateral or multilateral instruments.
