Les autorités compétentes du Cambodge communiquent à la Commission, avant la fin du mois suivant chaque trimestre civil, un relevé trimestriel des quantités de produits visés à l'article 2 pour lesquelles des certificats d'origine «formule A» ont été délivrés, ainsi que les numéros de série de ces certificats.
The competent authorities of Cambodia shall forward to the Commission, by the end of the month following each civil quarter, a quarterly statement of the quantities of products referred to in Article 2 in respect of which certificates of origin Form A have been issued and the serial numbers of those certificates.

La case no 4 des certificats d'origine «formule A» délivrés par les autorités compétentes du Cambodge ou les attestations d'origine établies par les exportateurs enregistrés au Cambodge en ce qui concerne les produits visés à l'article 2 doivent porter les mentions suivantes:

3. Les autorités compétentes des pays bénéficiaires ne peuvent délivrer de certificat a posteriori qu'après avoir vérifié que les indications contenues dans la demande de l'exportateur de certificat d'origine “formule A” délivré a posteriori sont conformes à celles du dossier d'exportation correspondant et qu'il n'a pas été délivré de certificat d'origine “formule A” lors de l'exportation des produits en question. Les certificats d'origine “formule A” délivrés a posteriori doivent porter, dans la case no 4, la mention “Issued retrospectively”, “Délivré a posteriori” ou “Emitido a posteriori”.
3. The competent authorities of beneficiary countries may issue a certificate retrospectively only after verifying that the information supplied in the exporter's application for a certificate of origin Form A issued retrospectively is in accordance with that in the corresponding export file and that a certificate of origin Form A was not issued when the products in question were exported. The words “Issued retrospectively”, “Délivré a posteriori” or “emitido a posteriori” shall be indicated in box 4 of the certificate of origin Form A issued retrospectively.

3. Jusqu'au 31 décembre 2017, les autorités douanières des États membres délivrent des certificats de circulation des marchandises EUR.1 ou des certificats de remplacement des certificats d'origine “formule A” à la demande des exportateurs ou réexpéditeurs de marchandises qui ne sont pas encore enregistrés.
3. Until 31 December 2017, the customs authorities of Member States shall issue movement certificates EUR.1 or replacement certificates of origin Form A at the request of exporters or re-consignors of goods who are not yet registered.

2. 2. Articles 97k to 97w shall apply as long as beneficiary countries and Member States issue certificates of origin Form A and movement certificates EUR.1, respectively, or their exporters make out invoice declarations, in accordance with Articles 91 and 91a’.

4. Where refiners transfer import licences to other refiners pursuant to Article 5(4), the Member State shall collect the completed certificates of origin form A and send a copy of the certificates to the Member State which initially issued the import licence.

The first consignee will then send the original of the certificate to the importer mentioned in box 11 of the certificate, for the purpose of the requirement of Article 11(3)(a) of Regulation (EEC) No 2092/91, unless the certificate has to further accompany the consignment for a preparation referred to in Article 5(1) of the present Regulation.
