Dans la perspective de la 22e session ordinaire du Conseil des droits de l'homme des Nations unies (CDH), l'UE réaffirme qu'elle soutient résolument le CDH ainsi que les autres instances des Nations unies chargées de la promotion et de la protection des droits de l'homme dans le monde, notamment la Troisième Commission de l'Assemblée générale des Nations unies.
Ahead of the 22nd regular session of the UN Human Rights Council (HRC), the EU reaffirms its strong support for the Human Rights Council and other United Nations bodies tasked with the promotion and protection of human rights around the world, including the Third Committee of the General Assembly.

Dans la perspective de la 19ème session ordinaire du Conseil des droits de l'homme des Nations unies (CDH), l'UE réaffirme qu'elle soutient résolument le CDH et se félicite des progrès accomplis par cette institution dans l'exécution de son mandat au cours de l'année écoulée.
Ahead of the 19th regular session of the UN Human Rights Council (HRC), the EU reaffirms its strong support to the Human Rights Council and welcomes the progress made in performing its mandate over the last year.

À cet égard, l'UE salue et soutient le rôle moteur joué par le CDH au cours de l'année écoulée pour faire face à l'évolution de la situation en Afrique du Nord et au Proche-Orient, en particulier en Libye, en Syrie et en Iran, mais également en Biélorussie et pour répondre aux préoccupations que suscite la situation des droits de l'homme dans ces pays.
In this respect, the EU welcomes and supports the leading role of the Human Rights Council in addressing over the last year developments and human rights concerns in North Africa and the Middle East, in particular Libya, Syria and Iran, but also in the case of Belarus.

8. soutient pleinement la décision du CDH d'envoyer une commission d'enquête internationale en Libye pour enquêter sur les violations du droit international en matière de droits de l'homme et la décision de l'Assemblée générale des Nations unies, du 2 mars 2011, de suspendre la Libye du CDH;
8. Fully supports the UNHRC decision to dispatch an independent international commission of inquiry to Libya to investigate violations of international human rights law and the UNGA decision of 2 March 2011 to suspend Libya's membership of the UNHCR;

9. déplore que le CDH ne soit pas parvenu à traiter de manière suffisamment rapide d'autres situations de violation grave des droits de l'homme; invite les États membres de l'Union européenne à condamner les violations des droits de l'homme et à promouvoir activement la création de mécanismes dédiés du CDH pour faire face aux crises des droits de l'homme en Afghanistan, en Guinée-Conakry, en Iran, au Yémen, en Iraq et au Sahara occidental; soutient que le mandat de l'ONU comprend la surveillance de la situation des droits de l'homme au Sahara occidental;

Regrets that the UNHRC has been unable sufficiently promptly to address other serious human rights situations; calls on EU Member States to condemn human rights violations and actively seek the creation of dedicated UNHRC mechanisms to respond to the human rights crises in Afghanistan, Guinea Conakry, Iran, Yemen, Iraq and Western Sahara; maintains that the UN mandate includes monitoring of the human rights situation in Western Sahara;

47. soutient l'approche de l'Union, qui recherche une position commune et coordonnée au sein du CDH; déplore toutefois que, dans le processus d'élaboration d'une politique commune des États membres de l'Union au sein du CDH, l'Union intervienne souvent à la tribune du CDH sur la base du plus petit dénominateur commun, limitant ainsi la dynamique de son potentiel diplomatique vis-à-vis d'autres groupes régionaux; encourage le haut représentant de l'Union pour la politique extérieure et de sécurité commune, M. Javier Solana, à donner mandat à son représentant personnel pour la démocratie et les droits de l'homme – si nécessaire en détachant des envoyés personnels – pour l'organisation de consultations intensives en Afrique, en Asie et en Amérique latine sur des questions abordées au sein du CDH, ceci en vue de s'engager avec des pays appartenant à d'autres blocs dans des initiatives communes au niveau des Nations unies;

Supports the EU's stance in seeking a coordinated, common position at the UNHRC; regrets however that, in the process of achieving a common policy amongst the EU Member States at the UNHRC, the EU often arrives at the UNHRC forum with the lowest common denominator, thereby restricting the dynamics of the EU diplomatic potential with other regional groupings; encourages the EU High Representative for the Common Foreign and Security Policy, Javier Solana, to give a mandate to his Personal Representative for Democracy and Human Rights – if necessary by dispatching personal envoys – to conduct intensive consultations in Africa, Asia and Latin America on issues discussed at the UNHRC, with a view to engaging with countries from other blocs in common initiatives at the UN level;

Le Conseil souligne que l'UE reste attachée à la mise en place d'un Conseil des droits de l'homme qui soit capable de traiter rapidement et efficacement les questions relatives aux droits de l'homme, et qui mette l'accent sur la mise en œuvre des droits de l'homme sur le terrain ainsi que sur les services de conseil et l'assistance technique, ce qui serait un véritable progrès par rapport à la CDH. L'UE soutient également le projet du président de l'Assemblée générale, M. Eliasson, de faire adopter par l'Assemblée Générale, avant la fin de 2005, une résolution relative à la création et aux caractéristiques essentielles du Conseil des droits de l'homme.
The Council underlines the EU's continued support for the establishment of a Human Rights Council which is able to address human rights matters swiftly and effectively, and the focus of which is implementation of human rights on the ground as well as advisory services and technical assistance, representing a real improvement on CHR; as well as for General Assembly President Eliasson's plan to adopt a General Assembly Resolution establishing the Human Rights Council and its essential characteristics by the end of 2005.
