TRADUCTIONS EN CONTEXTE

Un certain nombre d’actions et d’instruments du PAEI présentent un grand intérêt pour les PME, notamment le tableau de bord européen de l’innovation, l’Observatoire de l’éco-innovation, le Forum européen sur l’éco-innovation, les partenariats d’innovation européens et les instruments de financement pour l’éco-innovation au titre de l’initiative Horizon 2020.
A number of actions and instruments of the EcoAP are highly relevant for SMEs. Examples are the European Innovation Scoreboard, the Eco-innovation Observatory, the European Forum on Eco-innovation, European Innovation Partnerships and financing instruments for eco-innovation under Horizon 2020.

Pour encourager les investissements privés dans la recherche et l’innovation, les États membres et l’Union devraient améliorer le cadre général — notamment en ce qui concerne l’environnement des entreprises, des marchés compétitifs et ouverts et le potentiel économique élevé des industries culturelles et créatives —, accompagner, le cas échéant, les incitations fiscales présentant un rapport coût-efficacité satisfaisant en fonction de la marge de manœuvre budgétaire de chaque État membre et les autres instruments financiers, de mesures visant à faciliter l’accès au financement privé (y compris le capital-risque) et en simplifier l’accès pour les PME, stimuler la demande, notamment dans le domaine de l’éco-innovation (le cas échéant grâce aux marchés publics écologiques et aux normes d’interopérabilité), favoriser des marchés et des réglementations propices à l’innovation, et fournir une protection et une gestion abordables et efficaces de la propriété intellectuelle.
With a view to promoting private investment in research and innovation, Member States and the Union should improve framework conditions — notably with regard to the business environment, competitive and open markets, and the high economic potential of the cultural and creative industries — combine, as appropriate, cost-effective fiscal incentives, depending on each Member State’s fiscal room for manoeuvre, and other financial instruments with measures to facilitate access to private finance (including risk-capital) and simplify access for SMEs, boost demand, in particular in eco-innovation, (where appropriate through green public procurement and interoperable standards), promote innovation-friendly markets and regulations, and provide efficient, affordable and effective protection and management of intellectual property.

Un tel programme s'inscrit dans la droite ligne de la communication de la Commission du 2 février 2005 au Conseil européen de printemps intitulée «Travaillons ensemble pour la croissance et l'emploi — Un nouvel élan pour la stratégie de Lisbonne», qui préconise la mise en œuvre d'actions destinées à produire de la croissance et de la compétitivité et à faire de l'Europe un lieu plus attrayant pour les investisseurs et les travailleurs. La communication rappelle, en outre, qu'il faut impérativement stimuler l'initiative entrepreneuriale, attirer suffisamment de capital-risque pour la création de nouvelles entreprises et préserver une base industrielle solide en Europe, tout en encourageant l'innovation, et notamment l'éco-innovation, l'adoption des technologies de l'information et de la communication (TIC) et l'utilisation durable des ressources.
This is in line with the Commission Communication of 2 February 2005 to the Spring European Council entitled ‘Working together for growth and jobs — a new start for the Lisbon Strategy’, which calls for action to deliver growth and competitiveness and to make Europe a more attractive place in which to invest and work, recalling that entrepreneurial initiative must be stimulated, sufficient risk capital attracted to start up businesses, and a strong European industrial base sustained whilst innovation, notably eco-innovation, the uptake of information and communication technologies (ICT), and the sustainable use of resources should be promoted.

Il devrait appuyer l'éco-innovation des entreprises au moyen de projets de co-investissement dans des fonds de capital risque, mais il ne devrait pas assurer un double financement des coûts qui font l'objet d'une intervention financière au titre de LIFE+.
It should support eco-innovation by enterprises through projects and co-investment in risk capital funds, but should not double-fund costs receiving funding under LIFE+.
