The implementation of the EaSI Capacity Building Investments Window is expected to reinforce the ecosystem for microfinance and social entrepreneurship whilst to catalyse additional investments in European economies and reflects the European Commission's strong commitment to launch concrete initiatives aiming at boosting jobs, growth and investment.

Without prejudice to Article 20(1), when providing advice on an insurance-based investment product, the insurance intermediary or insurance undertaking shall also obtain the necessary information regarding the customer’s or potential customer’s knowledge and experience in the investment field relevant to the specific type of product or service, that person’s financial situation including that person’s ability to bear losses, and that person’s investment objectives, including that person’s risk tolerance, so as to enable the insurance intermediary or the insurance undertaking to recommend to the customer or potential customer the insurance-based investment products that are suitable for that person and that, in particular, are in accordance with that person’s risk tolerance and ability to bear losses.

Recalls that investment in renewable energy sources represents more than half of all investments in new generation capacity over the last ten years and will continue to grow; emphasises that according a large share of the energy mix to RES entails major challenges for existing network infrastructure, and that investment is necessary to overcome these challenges; notes that, in certain Member States in which the increased feed-in from RES was not accompanied by the development of energy infrastructure, supply security is challenged by such increased feed-in; emphasises that according to ENTSO-E a significant proportion of all the bottlenecks in European energy grids relate to feed-in from RES; emphasises the importance of implementing new approaches to overcome bottlenecks in the distribution grids, which do not always entail grid extension and reinforcement; is confident that the benefits of upgrading the European grid, which is equally due to the single electricity market, can offset its costs by offering a much more efficient operation of the EU’s power system; calls on the Transmission System Operators to update their grid development policies in order to cope with the integration of RES generation capacities while maintaining security of supply, and to enhance cooperation with distribution system operators;

in all other cases, the extra investment costs shall be established by comparing the investment with the counterfactual situation in the absence of State aid; the correct counterfactual shall be the cost of a technically comparable investment that provides a lower degree of environmental protection (corresponding to mandatory Community standards, if they exist) and that would credibly be realised without aid (‘reference investment’); technically comparable investment means an investment with the same production capacity and all other technical characteristics (except those directly related to the extra investment for environmental protection); in addition, such a reference investment must, from a business point of view, be a credible alternative to the investment under assessment.

Key among these are: opportunities provided by market reforms to stimulate investment; the level of competition; the ability to innovate, both through increased investment in RD and human capital development, notably through education and training; the capacity rapidly to transform technological and non-technological innovations into economic goods; the reorganisation of working practices through the adoption of information and communication technologies; competition regulations and consumer protection rules that ensure that competitive pressure operates fully in the Internal Market [4] (inter alia in areas where the obstacles to competition and competitiveness take the form of restrictive regulations and monopoly) thus maintaining incentives for higher productivity; and an integrated market for goods and services that ensures that all potential gains are realised.

Whereas notifications and reports concerning the main production capacities already in operation or to be built cannot give a sufficiently full picture of foreseeable developments ; whereas, on the one hand, certain capacities are too small to justify separate notification while their total importance should not be underestimated ; whereas, on the other hand, it is in the common interest to co-ordinate investment on the basis not only of capacities in operation or under construction, but also of those which may be still at the planning stage ; whereas an overall annual survey of investments and of the capacities in operation, under construction or in the planning stage is likely to complement usefully the information obtained by means of notifications and reports;
