(84) Bien qu'il soit regrettable que les autorités espagnoles n'aient pas notifié à la Commission l'intention de l'assemblée régionale de Cantabrique d'autoriser l'octroi de la garantie en question, surtout compte tenu du fait que l'entreprise produit entre autres des fibres de polyamide, produit qui entre dans le champ d'application de l'encadrement applicable aux aides au secteur des fibres synthétiques, la Commission peut admettre que l'assemblée régionale n'accorde pas elle-même de garantie et qu'une série de mesures administratives complémentaires distinctes auraient été nécessaires pour que la garantie devienne effective.
