Afin de compléter et de modifier certains éléments non essentiels du présent règlement, il convient de déléguer à la Commission le pouvoir d’adopter des actes conformément à l’article 290 du traité sur le fonctionnement de l’Union européenne en ce qui concerne la détermination de la période et de la date de début ou de fin pertinente de la période en rapport avec les critères d’admissibilité des demandes, en ajustant les pourcentages concernant la répartition indicative des fonds entre les objectifs relevant de la gestion directe, la définition des opérations éligibles et les coûts associés aux investissements en matière d’hygiène, de santé et de sécurité concernant les conditions de travail, à bord ou pour les équipements individuels, la définition des coûts éligibles liés aux opérations visant à protéger et à rétablir la biodiversité et les écosystèmes marins dans le cadre d’activités de pêche durables, la définition de coûts éligibles au soutien en ce qui concerne les investissements en matière d’équipements ou à bord visant à réduire l’émission de polluants ou de gaz à effet de serre et à augmenter l’efficacité énergétique des navires de pêche, la définition des critères de calcul des coûts supplémentaires résultant des handicaps spécifiques des régions ultrapériphériques, la définition des cas de manquement par les États membres qui peuvent entraîner l’interruption du délai de paiement ou la suspension des paiements, la définition des critères de détermination du niveau de correction financière à appliquer et des critères relatifs à l’application de corrections financières forfaitaires ou extrapolées, et la définition du contenu et de la construction d’un cadre commun pour le système de suivi et d’évaluation.
In order to supplement and amend certain non-essential elements of this Regulation, the power to adopt acts in accordance with Article 290 TFEU should be delegated to the Commission in respect of the identification of the period of time and of the relevant starting or ending dates of the period of time with regard to the admissibility criteria of applications, adjusting the percentages concerning the indicative distribution of funds among the objectives under direct management, the definition of eligible operations and costs for hygiene, health and safety-related investments and investments concerning working conditions, on board or in individual equipment, the definition of eligible costs of operations to protect and restore marine biodiversity and ecosystems in the framework of sustainable fishing activities, the definition of costs eligible for support with regard to investments in equipment or on board aimed at reducing the emission of pollutants or green-house gases and increasing the energy efficiency of fishing vessels, the definition of the criteria for calculation of the additional costs resulting from the specific handicaps of outermost regions, the definition of the cases of non-compliance by Member States which can trigger interruption of the payment deadline or suspension of payments, the definition of the criteria for establishing the level of financial correction to be applied and the criteria for applying flat rates or extrapolated financial corrections and the definition of the content and construction of the common monitoring and evaluation system.

However, the Commission is committed to improving the situation in respect of payments and is confident of the positive effects of the Reform process to improving its financial management.As regard Structural Funds, the Commission points out that with the Council Regulation No 1260/1999 and implementing Commission Regulations No 438/2001 and 448/2001, a framework has been established which should ensure better financial management in Member States, resulting in a more acceptable level of errors in transactions underlying payments.

In this area, the Commission will continue to provide technical assistance to public institutions to reinforce their administrative capacities, and set up legal and regulatory frameworks and guidelines for PPPs, promote public-private dialogue mechanisms to explore opportunities for PPPs and advocate reforms in the legal and regulatory framework, and use financial instruments to leverage private funding for infrastructure projects by reinforcing the private sector lending and equity operations of eligible financing institutions through EU blending facilities.

Just a few of the preventative measures taken by Canadian banks include: the right to refuse financial transactions suspected of being proceeds of crime as defined by the Criminal Code; a requirement that a declaration of source of funds be signed by customers for financial transactions involving $10,000 or more; a requirement for bank employees to report any financial transactions that are judged to be suspicious, regardless of the amount; the placement of a senior bank officer in every branch, known as the designated officer, to whom suspicious transactions are reported; a strong emphasis on the know-your-customer rule, whereby employees must obtain appropriate identification and documentation from clients, as well as understand the client's usual pattern of financial transactions; an audit of branch compliance with anti-money-laundering policies; and various staff awareness and education programs, including the distribution of related videos produced by the CBA corporate security committees.

Question No. 330 Mr. Scott Andrews: With regard to the Department of Fisheries and Oceans and, more specifically, Small Craft Harbours (SCH), how many properties under the ownership of SCH have been diversified each year from 2006 to 2011 inclusively, (i) in what community and province were each of these properties located, (ii) what was the assessed value of each of these properties at the time of diversification, (iii) what financial transactions took place (i.e., amounts) as part of the diversification plan, (iv) who received financial compensation and who paid financial compensation for the diversified properties?

In that context, particular consideration shall be given to financial contributions to fostering international solidarity and achieving the policy goals of the Union, the debt incurred in the form of bilateral and multilateral support between Member States in the context of safeguarding financial stability, and the debt related to financial stabilisation operations during major financial disturbances.
