Are point (c) of the fifth subparagraph of Article 24(1) of Directive 2009/103 and Article 3(1) and (4) of the Internal Regulations (together or separately, but without limitation to the aforementioned provisions) to be understood and interpreted as meaning that Bureau A must, before taking a final decision to pay compensation for the damage suffered by the injured party, inform, in a clear and comprehensible manner (including in regard to the language in which the information is provided), the person responsible and the owner of the vehicle (if not the same person) about the initiation of the claim-handling process and its progress, and give them sufficient time to submit their comments on, or objections to, the decision to be taken to pay compensation and/or the amount of that compensation?

Condemns Israel’s continued illegal settlement building and expansion activities in the West Bank, including in East Jerusalem, and the recent announcement made by Israeli Prime Minister Benjamin Netanyahu about the construction of 300 new settlement units in Beit El and 500 units in East Jerusalem, as well as the demolition of 142 Palestinian-owned homes and other infrastructure in Area C and in East Jerusalem in August 2015 alone, including 16 donor-funded structures, leading to the displacement of 201 Palestinians, among them 121 children, according to the UN Office for the Coordination of Humanitarian Affairs (OCHA); stresses again that Israeli settlement construction in the Occupied Palestinian Territory is illegal under international law, goes against the spirit of peace and constitutes a major obstacle to peace efforts; deplores the demolition of projects funded by the EU and its Member States in the Occupied Palestinian Territory, and encourages the EU and the Member States to find an appropriate solution with Israel regarding the compensation for destroyed or confiscated assets financed by European taxpayers;

The key initiatives are $150 million for specific claim settlements, $3.4 million for the renewal and implementation of self-government financial transfer agreements with three Yukon first nations, $2.6 million for first nations school net youth initiatives, $2 million for the first nations child and family services program information management system, $1.6 million for the implementation and self-government costs of Sechelt Indian Band self-government, $1.4 million to support regulatory reviews and to modernize the regulatory system for major resource projects—this is part of the major project management office initiative—and $0.2 million for the compensation related to the transfer of provincial crown land pursuant to the McLeod Lake Indian Band Treaty No. 8 adhesion and settlement agreement.

Welcomes the fact that changes were made at the EESC Bureau meeting of 21 February 2012 with regard to confirmation of attendance, and reimbursement for taking part in video conferences , in compliance with the guidance of Parliament (stricter documentary evidence in order to justify entitlement to the allowance referred to in Article 12 of the Decision of the Bureau of the European Economic and Social Committee of 21 February 2012 on the reimbursement of expenses incurred and the allowances received by the Committee members and consultative commission delegates, as well as their respective alternates, and deletion of the point relating to videoconferencing); looks forward to the results of the negotiations between the EESC and the Council with a view to reaching a definitive and satisfactory solution to all these issues, in respect of which the decision depends on the Council;

Welcomes the fact that the changes made at the EESC Bureau meeting of 21 February 2012 as regards confirmation of attendance and reimbursement for taking part in video conferences were along the lines suggested by Parliament (a more solidly based rationale behind the Article 12 allowance and deletion of the point relating to videoconferencing); awaits the results of the negotiations between the EESC and the Council on a definitive and satisfactory solution to all these issues, for which the decision depends on the Council;

Despite this, we have proposed a series of measures which are very similar to the American proposal, except on the timetable – which, I insist, we are going to raise again so that it may be speeded up – and on the amount of compensation, which is on the table with the Ministers and must be discussed, and if it is not adopted by the International Maritime Organisation, the Ministers have committed themselves to proposing it at European level.
