In our view, it is not that close to full employment and does not have an inflation issue staring it in the face, so reducing marginal personal income tax rates in conjunction with capital gains tax reduction would be a very powerful tax measure to take and a very powerful use of the budget surpluses.

I believe we should understand what is happening over the current few weeks, during which the Council, with the support of the Commission by means of the excellent cooperation with the Luxembourg Presidency, is trying to reach an agreement in order to improve the way we apply our budgetary discipline mechanisms in practice and in order to ensure that the objectives pursued by the Treaty, where it defines budgetary stability as one of the conditions of the Economic and Monetary Union, become a more positive and obvious reality than they are at the moment.

Mme Michaele Schreyer, Membre de la Commission chargé du budget, a salué l'excellente coopération avec le Parlement européen ainsi que le résultat atteint: «Le budget 2003 est le dernier de l'Union à quinze. Il combine discipline budgétaire et définition de priorités claires, en particulier la préparation des institutions de l'UE à l'élargissement».
Budget Commissioner Michaele Schreyer welcomed the excellent co-operation with the Europan Parliament and the good result : « The budget 2003 is the last for the EU-15 and combines budgetary discipline with setting clear priorities, in particular the preparation of the EU institutions for enlargement».

While the very healthy public finance situation in Luxembourg clearly allows a significant reduction in the tax burden, the Council, considering the fiscal impulse given by the tax reform to a fast growing economy where wage increases are already accelerating, encourages the government to be ready to tighten the stance of fiscal policy if inflationary risks become more evident.
