Expresses its regret that, once more, heading 4 has been under steady pressure since its available margins are not sufficient to finance priorities that have arisen in the course of the year without jeopardising its traditional priorities; reiterates its concerns that the funds available in this heading do not, as they stand, allow the Union to assume its role as a global player despite its various declarations of intent; asks the Commission to present an evaluation of the situation regarding heading 4 in order to examine the Union's budgetary capacity to assume its role as a global partner within the constraints of the annual budgetary procedures but also in a multiannual context; fears that the Union's credibility in third countries may be irreversibly altered for the worse if, year after year, the budgetary authority is not able to provide the adequate financing to its political commitments;

20. rappelle que s'agissant des projets pilotes et des actions préparatoires afférents à la procédure budgétaire 2008, l'annexe II, partie D, de l'accord interinstitutionnel du 17 mai 2006 dispose que les deux branches de l'autorité budgétaire informent la Commission de leurs intentions avant la mi-juin; exprime la crainte que dans certaines rubriques et sous-rubriques du budget, les marges disponibles ne s'avèrent insuffisantes pour d'importants projets pilotes et actions préparatoires nouveaux;

Recalls that, as regards pilot projects and preparatory actions for the 2008 budget procedure, according to Annex II, Part D, of the IIA of 17 May 2006 'both arms of the budgetary authority will inform the Commission by mid-June of their intentions'; expresses its concern that, in some headings and sub-headings of the budget, there may not be sufficient margins available for major new pilot projects and preparatory actions;

Notes the trend, in recent years, towards a significant increase in the expenditure related to the common foreign and security policy, and reiterates its determination to ensure that this trend is duly monitored by both arms of the budgetary authority; indicates its intention to examine existing initiatives and, where appropriate, to extend and expand such initiatives where it could be shown that this would be in the European interest; calls on the Commission to provide the budgetary authority and the Court of Auditors with detailed information on the use of appropriations for specific CFSP actions recalling the Council's obligation to forward to Parliament the financial statement related to each decision adopted in the field of CFSP and the Commission's obligation to inform the budgetary authority about its implementation and financial forecasts;
