ANNEXE DECLARATION DES TROIS INSTITUTIONS CONCERNANT L'INSCRIPTION DE DISPOSITIONS FINANCIERES DANS LES ACTES LEGISLATIFS LE PARLEMENT EUROPEEN, LE CONSEIL ET LA COMMISSION considérant que la déclaration commune du 30 juin 1982 dispose que "afin de donner à la procédure budgétaire sa pleine signification, la fixation de montants maximaux par règlement doit être évitée, de même que l'inscription dans le budget de montants se situant au-dessus des possibilités réelles d'exécution" [2] , considérant que les dispositions de la procédure budgétaire devront, selon une déclaration annexée à l'accord interinstitutionnel du 29 octobre 1993 [3] , être réexaminées "lors de la conférence intergouvernementale prévue pour 1996, afin d'aboutir à une coopération interinstitutionnelle sous forme de partenariat", DECLARENT : 1.
DECLARATION BY THE THREE INSTITUTIONS ON THE INCORPORATION OF FINANCIAL PROVISIONS INTO LEGISLATIVE ACTS THE EUROPEAN PARLIAMENT, THE COUNCIL AND THE COMMISSION, Having regard to the Joint Declaration of 30 June 1982 which states that: "in order that the full importance of the budget procedure may be preserved, the fixing of maximum amounts by regulation must be avoided, as must the entry in the budget of amounts in excess of what can actually be expended" [2] , Whereas, according to a statement annexed to the Inter-institutional Agreement of 29 October 1993 [3] , the budgetary procedure provisions should be reviewed "at the Intergovernmental Conference scheduled for 1996 in order to achieve inter-institutional cooperation on a partnership basis", HEREBY DECLARE: 1.

VIN - Afin d'aboutir à un prix d'orientation unique pour le vin, il est proposé une augmentation de 1,6 % pour le vin blanc (A1) et une diminution de 1,5 % pour les vins rouges (RI et RII). - Prorogation jusqu'au 31 août 1996 de l'interdiction de nouvelles plantations. - Prise en charge totale par le FEOGA Garantie à partir de l'année budgétaire 1990 des coûts de l'action d'abandon volontaire des superficies viticoles. - Possibilité pour la Commission d'exclure la livraison d'alcool neutre aux organismes d'intervention au cours de certaines campagnes. - Prorogation pour une année d'accorder (par la Commission) à titre exceptionnel des droits de nouvelles plantations en faveur des vins de qualité et de financer des campagnes promotionnelles en faveur du jus de raisin. - 8 - - Un rapport sera présenté prochainement par la Commission qui abordera de nombreux aspects, tels que la distillation obligatoire des vins de table, l'enrichissement, la teneur maximale en anhydride sulfureux, la délimitation des zones viticoles.

WINE - In order to arrive at a single guide price for wine it is proposed that there should be a 1,6% increase in the case of white wine (A1) and a 1,5% reduction in the case of red wine (RI and RII); - the ban on new plantings is to be extended until 31 August 1996; - the cost of the measures to encourage the voluntary cessation of wine-growing to be fully chargeable to the EAGGF Guarantee Section with effect from the 1990 budget year; - provision whereby the Commission can exclude deliveries of neutral spirit to intervention agencies in respect of certain wine years; - the possibility to the Commission of granting exceptional replanting rights for quality wines and financing campaigns to promote grape juice is to be extended by one year; - the Commission will shortly present a report dealing with many aspects, e.g. the compulsory distillation of table wine, enrichment, the maximum sulphur dioxide content and the demarcation of wine-growing areas.
