1 On 29 October 1993 the Representatives of the Governments of the Member States decided that a Translation Centre would be established alongside the Commission's translation departments located in Luxembourg to provide translation services for the operation of the following agencies and departments: - the European Environment Agency and the European environment information and observation network; - the European Training Foundation; - the Office for Veterinary and Plant-Health Inspection and Control; - the European Monitoring Centre for Drugs and Drug Addiction; - the European Medicines Evaluation Agency; - the Agency for Health and Safety at Work; - the Office for Harmonization in the Internal Market (trade marks, designs and models; - Europol and the Europol Drugs Unit. Concentrating the capacity required to meet the multilingual communication needs of a number of agencies spread across the territory of the Union in a single autonomous and specialized centre should ensure the most efficient use of resources, reduce downtime and avoid the duplication of logistic support services such as terminology, documentation, libraries, and information and telecommunication services. This includes a clear perspective toward the establishment of the global electronic library network which interconnects local electronic libraries. v. Electronic Museums and Galleries - to accelerate the multimedia digitisation of collections and to ensure their accessibility to the public and as a learning resource for schools and universities. vi. Environment and Natural Resources Management - to increase the electronic linkage and integration of distributed databases of information relevant to the environment. vii. Global Emergency Management - to encourage the development of a global management information network to enhance the management of emergency response situations, risks and knowledge. viii. Global Healthcare Applications - to demonstrate the potential of telematics technologies in the field of telemedicine in the fight against major health scourges; to promote joint approaches to issues such as the use of data cards, standards and other enabling mechanisms. ix. Le programme TÉLÉMATIQUE soutiendra des activités de RDT en relation avec les trois thèmes suivants: ". télématique pour les services d'intérêt public" (administrations, soins de santé, transports) où les recherches, qui absorberont près de 50% du budget total du programme, porteront notamment sur les échanges d'information entre administrations, la "télémédecine", la réalisation de dossiers médicaux multimédias et les systèmes de gestion des transports; ". télématique pour la connaissance" (chercheurs, bibliothèques, éducation et formation à distance), afin de permettre aux acteurs du savoir de consulter, partager voire modifier certaines catégories de connaissances; ". télématique pour l'emploi et l'amélioration des conditions de vie" (catégories sociales désavantagées, zones urbaines et rurales, protection de l'environnement), où les activités porteront notamment sur la réalisation d'aides audio-visuelles et d'interfaces permettant aux personnes âgées ou handicapées de participer pleinement à la vie économique et sociale, le développement du télétravail et des téléservices et la mise au point de systèmes de surveillance et d'alerte au service de l'environnement.
The telematics programme will support RTD activities relating to the following three topics: - "Telematics for services of public interest" (administrations, health care and transport); the research in question, which will account for nearly 50% of the total programme budget, will concern in particular exchanges of information between administrations, telemedicine, multimedia medical records, and transport management systems; - "Telematics for knowledge" (research workers, libraries, and distance education and training), the aim being to enable knowledge producers and users to consult, share or update certain categories of knowledge; - "Telematics for improving employment and the quality of life" (disadvantaged social categories, urban and rural areas, and environmental protection); the activities in question will concern in particular audiovisual aids and interfaces designed to enable elderly or handicapped people to play a full part in the economy and society, the development of teleworking and teleservices and environmental monitoring and warning systems.
