Is aware that the current system of EU funding in support of European standardisation often leads to frustration in terms of rule changes, the high cost of auditing and delays in the authorisation of payments; stresses that there is an urgent need to reduce these costs and the high administrative burden that at times outweigh the benefits of the financial support provided, while respecting EU financial rules; calls on the Commission and all stakeholders to ensure the financial sustainability of the system, including through public-private partnerships and through multiannual financial planning, which is essential to ensure its effectiveness and efficiency in global competition; considers that the Commission and the ESOs could improve their cooperation in order to guarantee a stable and user-friendly framework for the EU financial contribution to European standardisation which will increase significantly the efficiency of the system;

Underlines the need to further promote the international presence of the EU in the legal field by way of global solutions and multilateral instruments; believes that close cooperation with international organisations, such as the Hague Conference on Private International Law and the Council of Europe, is of particular importance; believes further that the EU should encourage and support the accession of third countries, especially those neighbouring the EU, to international judicial agreements, and that this is of key importance, especially in the field of family law and child protection;

He has called upon the Commission to provide a comprehensive annual report on the implementation of the Agreement - together with the Protocol and the Annexes, which form an integral part thereof - in order to enable Parliament to assess more effectively and with greater transparency whether or not the various objectives stated in the Agreement have been achieved, whether or not the Agreement is fully operational, whether or not it acts in the interests of the parties involved and whether or not it is cost-effective for the Community and its fisheries sector. This will afford the sector greater legal security, including monitoring of the application of the exclusivity clause laid down in the Agreement (Article 6) in order to ensure that other parties are not offered (by means of private agreements) opportunities to fish for high-commercial-value species which are withheld from the Community under the public Agreement on the pretext that resources have to be conserved.
