BONUS is of considerable relevance to a number of Union policies and directives including the Union Strategy for the Baltic Sea Region; the Common Fisheries Policy; the Common Agricultural Policy, Directive 2000/60/EC of the European Parliament and of the Council of 23 October 2000 establishing a framework for Community action in the field of water policy (5); Directive 2008/56/EC of the European Parliament and of the Council of 17 June 2008 establishing a framework for Community action in the field of marine environmental policy (Marine Strategy Framework Directive) (6), as well as international commitments of the Union such as the HELCOM Baltic Sea Action Plan.

The European Council of 14 December 2007 highlighted concern for the status of the environment in the Baltic Sea, as reflected in the Communication from the Commission of 10 June 2009 to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions concerning the European Union Strategy for the Baltic Sea Region.

Le 14 décembre 2007, face à la dégradation toujours plus visible de la mer Baltique, ainsi qu'à la nécessité de résorber les disparités entre les pays de la région en matière de développement et d'exploiter le potentiel d'une coordination améliorée et plus ample, le Conseil européen a invité la Commission, dans les conclusions de la présidence, à présenter pour le mois de juin 2009 au plus tard, une stratégie de l’Union européenne pour la région de la mer Baltique.
On 14 December 2007, the European Council in its Presidency Conclusions invited the Commission to present a European Union strategy for the Baltic Sea region no later than June 2009. This followed increasingly visible degradation of the Baltic Sea itself but also the need to address the disparate development paths of the countries in the region and the potential benefits of more and better co-ordination.
