These developments are in line with statements in previous Committee opinions (2): ‘It will be necessary to work through the International Civil Aviation Organization (ICAO) in order to ensure the worldwide application of an Emissions Trading Scheme (ETS); as a practical first step, an intra-EU ETS could be a very feasible option, if this proves appropriate in the course of the negotiations’ (2006); ‘By bringing aviation within the remit of the European Emissions Trading Scheme (ETS) the scheme is itself potentially strengthened and made more robust as the pre-eminent model for tackling CO2 emissions at a global level’ (2007); and more recently ‘The Committee accordingly welcomes initiative, which provides for a moratorium on the application of the Emissions Trading Scheme (ETS) to airlines operating flights into and out of the European Economic Area, pending the completion of the global negotiations’ (2013).

considérant que, suite à l'expérience acquise dans l'application des dispositions du règlement (CE) n° 1249/96, et en vue d'une meilleure clarté et applicabilité de certaines dispositions, il s'est avéré opportun d'introduire certaines adaptations dans ce texte, notamment, dans le cas des importations de blé dur d'une teneur en grains vitreux comprise entre 60 et 73 %, sur des aspects de nature technique relatifs au prix représentatif à l'importation caf à retenir pour le calcul du droit à l'importation correspondant; qu'il y a lieu, dès lors, de modifier le règlement (CE) n° 1249/96; que, pour éviter des ennuis aux opérateurs, ces modifications sont d'application exclusivement sur les certificats d'importation délivrés à partir de la date d'entrée en vigueur du présent règlement;
Whereas, in view of experience in applying the provisions of Regulation (EC) No 1249/96 and to improve the clarity and applicability of certain provisions, there is a need to adjust this text, particularly some aspects of a technical nature relating to the representative cif import price to be used as a basis for calculating the corresponding import duty in the provisions on imports of durum wheat with a vitreous grain content of between 60 and 73 %; whereas Regulation (EC) No 1249/96 should therefore be amended; whereas, to avoid problems for operators, these amendments shall apply solely to import certificates issued from the date this Regulation enters into force;

These duties include: to discover the whereabouts of a child who has been wrongfully removed or retained; to prevent further harm to the child or prejudice to interested parties by taking or causing to be taken provisional measures; to secure the voluntary return of the child or to bring about an amicable resolution to the issues; to exchange, where desirable, information relating to the social background of the child; to provide information of a general character as to the law of their state, in connection with the application of the convention; to initiate or facilitate the institution of judicial or administrative proceedings with a view to obtaining the return of the child and, in a proper case, to make arrangements for the organizing or securing of the effective exercise of the rights of access; to provide such administrative arrangements as may be necessary and appropriate to secure the safe return of the child; also, where the circumstances so require, to provide or facilitate the provision of legal aid and advice, including the participation of legal counsel and advisers; and, finally, to keep each other informed with respect to the operation of this convention and, as far as possible, to eliminate any obstacles to its application.
