(9) Following the laying before Parliament of any actuarial valuation report pursuant to section 45 that relates to the state of the Superannuation Account and the Public Service Superannuation Investment Fund, there may be debited from the Account, at the time and in the manner set out in subsection (11), an amount that in the opinion of the Minister exceeds the amount that the Minister estimates, based on the report, will be required to be to the credit of the Account and the Public Service Superannuation Investment Fund at the end of the fifteenth fiscal year following the tabling of that report or at the end of a shorter period that the Minister may determine, in order to meet the cost of the benefits payable under this Part and Part III in respect of pensionable service that is to the credit of contributors before April 1, 2000.

2. Prolongation de la période transitoire pour les conditions d’entrée actuellement en vigueur au Royaume-Uni, en Irlande, à Malte, en Finlande et en Suède, jusqu’à l’obtention de preuves scientifiques établissant que le retrait des mesures actuelles est possible sans une augmentation du risque d’introduction des maladies : cette option devrait être retenue s’il est considéré que les avis scientifiques de l’EFSA n’établissent pas suffisamment le bien-fondé d'une modification de ces mesures, et jusqu'à ce que d’autres preuves scientifiques soient obtenues.
2. Extension of the transitional period for the current conditional pre-entry measures for the UK, Ireland, Malta, Finland and Sweden until scientific evidence is presented stating that the withdrawal of the current measures is possible without increasing the risks of introduction of the diseases: this option should be retained if it is considered that the scientific opinions provided by EFSA do not sufficiently substantiate the modification of the measures and until further scientific evidence is obtained.

Il faut cependant observer que l'avis majoritaire et tranché vis-à-vis de la proposition à l'examen va dans le sens d'un retrait du texte sous sa forme actuelle en vue d'un nouveau dépôt après consultation élargie de toutes les parties concernées, dans la recherche du consensus.
