Unsuccessful tenderers or candidates may request additional information about the reasons for their rejection in writing by mail, fax or email, and all selected tenderers whose tenders are not eliminated may obtain information about the characteristics and relative merits of the tender accepted and the name of the successful tenderer, without prejudice to the second subparagraph of Article 113(2) of the Financial Regulation.

Aux fins de l’application du présent paragraphe, les pouvoirs adjudicateurs ou les entités adjudicatrices demandent, le cas échéant, aux candidats ou soumissionnaires de fournir les documents visés au paragraphe 3 et peuvent, lorsqu’ils ont des doutes sur la situation personnelle de ces candidats ou soumissionnaires, s’adresser aux autorités compétentes pour obtenir les informations sur la situation personnelle de ces candidats ou soumissionnaires qu’ils estiment nécessaires.
For the purposes of this paragraph, the contracting authorities/entities shall, where appropriate, ask candidates or tenderers to supply the documents referred to in paragraph 3 and may, where they have doubts concerning the personal situation of such candidates or tenderers, also apply to the competent authorities to obtain any information they consider necessary on the personal situation of the candidates or tenderers concerned.
