Member States have also highlighted the fact that in some sectors, e.g. construction, there seems to be a high number of regulated “specialisations” whose relevance may be questioned because of the costly market fragmentation they provoke and which may constitute a hindrance to the provision of high quality services (for instance, someone with the qualification of “electrical technician” who may face difficulties when wanting to provide services in another Member State where certain of his activities would be reserved to a different regulated profession, such as “electrical equipment installers”).

It also underlined that equality between women and men must be mainstreamed in all activities aiming at these four objectives.

I should also like to highlight the inclusion of the proposal to accord the same weight to the working environment and the health and safety of workers as to ensuring the creation of more and better jobs, and the call for the rights of workers to be protected when manufacturing companies are restructured and hence for the availability of information to be fully guaranteed, for workers’ representative bodies.

Il a rappelé également que l'organisation et le financement de la protection sociale relèvent de la compétence des États membres et a approuvé les quatre objectifs généraux identifiés par la Commission dans le cadre de l'enjeu global que constitue la modernisation des systèmes de protection sociale, à savoir rendre le travail financièrement attrayant et garantir un revenu, assurer la sécurité des pensions et la pérennité des régimes de retraite, promouvoir l'intégration sociale et garantir un niveau élevé et durable de protection de la santé; il a aussi souligné qu’il importe d’intégrer l'égalité entre femmes et hommes dans toutes les actions qui tendent à la réalisation de ces quatre objectifs. It also recalled the competence of the Member States for the organisation and financing of social protection and endorsed the four broad objectives within the overall challenge of modernising social protection systems as identified by the Commission: namely to make work pay and provide secure income, to make pensions safe and pension systems sustainable, to promote social inclusion and to ensure high quality and sustainable health care; it also underlined that equality between women and men must be mainstreamed in all activities aiming at these four objectives. Finally, the Council recognised that the aspects relating to finance are common to all the objectives.

Finalement, je voudrais aussi souligner, je crois que c'est important, que pour la première fois dans la Convention vont être représentées aussi les régions dites constitutionnelles, mais le terme plus exact est "régions à pouvoir législatif".
Finally, I would like to stress that I believe it is very important that for the first time there will also be representation in the Convention from the so-called constitutional regions, but the more exact term is ‘regions with legislative powers’.

I should also like to highlight the very important role played by President Herzog, who not only urged us to draft the Charter as if it were to become a binding text, an essential condition, but also had a crucial role to play in the political negotiations, enabling us to arrive at a consensus which, I believe, we can present to the citizens of Europe as a shared European vision regarding the role of fundamental rights in our shared venture to see the emergence of the European Union of the twenty-first century.

Je voudrais aussi souligner que de nombreuses zones de langue gaélique dans les circonscriptions de Connaught/Ulster et Udaras Na Gaeltachta joueront aussi un rôle essentiel dans la création de nouvelles industries dans la région Objectif 1 ces prochaines années.
