En ce qui concerne l'implication de la Commission de la Culture et de l'Education en matière audiovisuelle, votre rapporteur tient à souligner que les nouvelles technologies doivent avant tout permettre la diffusion d'une information plurielle et de programmes de qualité, garantissant la diversité culturelle, accessibles à un nombre sans cesse croissant de citoyens.
As regards the involvement of the Committee on Culture and Education in audiovisual matters, your rapporteur would stress that the new technologies should first and foremost allow pluralist information and quality programmes to be broadcast, ensuring cultural diversity and accessible to an ever increasing number of citizens.

- (EL) Monsieur le Président, Madame la Commissaire, je souhaiterais commencer par féliciter le rapporteur pour son travail très complet ainsi que mes honorables collègues pour leurs réactions sur la proposition de recommandation du Parlement européen et du Conseil sur la protection des mineurs et de la dignité humaine et le droit de réponse en lien avec la compétitivité de l’industrie européenne des services audiovisuels et d’information, présentée au travers du rapport de Mme De Sarnez.
– (EL) Mr President, Commissioner, I should like to start by congratulating the rapporteur on the fulsomeness of her work and my honourable friends for their speeches on the proposal for a recommendation by the European Parliament and the Council on the protection of minors and human dignity and the right of reply in relation to the competitiveness of the European audiovisual and information services industry being proposed through the De Sarnez report.

De prime abord, votre rapporteur pour avis estime que la présente proposition de recommandation représente une avancée par rapport à la recommandation 98/560/CE. Elle lui fournit un complément en ce qu'elle recommande aux États membres ainsi qu'à l'industrie des services audiovisuels et d'information et aux autres parties intéressées:
On initial consideration, your draftswoman takes the view that this proposal for a recommendation represents a step forward by comparison with Recommendation 98/560/EC and provides a complement to it in that it recommends that the Member States, audiovisual and information services industries and other parties concerned:

J’approuve également les propositions du rapporteur: premièrement, que les capacités de l’Observatoire européen de l’audiovisuel soient, si possible, renforcées et, deuxièmement, que l’Observatoire européen de l’audiovisuel rassemble et fournisse une expertise et des informations systématiques dans les domaines fiscal, du droit du travail, des droits d’auteur et des régimes de protection des consommateurs.
I also endorse the rapporteur’s proposals: firstly, that, where possible, the European Audiovisual Observatory’s capacities should be strengthened, and, secondly, that the European Audiovisual Observatory should collect and provide expertise and systematic information in the fields of tax and labour laws, copyright and consumer protection law.

En ce qui concerne les modalités de mise en œuvre, afin de donner suite à l'invitation du rapporteur sollicitant, en vue des élections de 2004, une campagne d'information faisant plus particulièrement appel à la télévision comme moyen de communication - étant entendu que cette campagne doit être promue et coordonnée par la Commission -, nous avons décidé de lancer un vaste appel à propositions audiovisuelles qui portera à la fois sur le thème de l'élargissement et sur celui de l'avenir de l'Europe.
As far as the practicalities of implementation are concerned, in response to the rapporteur's invitation requesting, with a view to the 2004 elections, an information campaign making particular use of television – it being understood that this campaign should be promoted and coordinated by the Commission – we have decided to launch a huge call for audiovisual proposals, which will cover both the theme of enlargement and that of the future of Europe.

Le Comité économique et social (CES), réuni en session plénière le 28 mai, a adopté un avis sur le Livre vert de la Commission concernant la "protection des mineurs et la dignité humaine dans les services audiovisuels d'information" (rapporteur : Dame Jocelyn BARROW, Groupe des Activités diverses, Royaume-Uni).
At its plenary session held on 28 May the Economic and Social Committee (ESC) adopted an opinion on the Commission's Green Paper on the protection of minors and human dignity in audiovisual and information services (Rapporteur: Dame Jocelyn Barrow, Various Interests' Group).

Pour faire le point sur ce contexte international nouveau, le Comité économique et social européen (CES) a redigé un rapport d'information(*) très complet (53 pages), abordant tant le cadre politique que le caractère central des relations économiques, certaines questions bilatérales (élargissement, audiovisuel, normes alimentaires, agriculture, aéronautique, télécommunications, etc.), le rôle de l'U.E. et des Etats-Unis dans le système multilatéral, ou encore les nouvelles questions en matière de politique commerciale (rapporteur : Mme DAVISON, Groupe III, Royaume-Uni).
In order to take stock of this new international situation, the Economic and Social Committee (ESC) of the European Union has drawn up an extremely comprehensive Information Report (53 pages)[1] covering the political context and central importance of economic relations, certain bilateral issues (enlargement, the audiovisual sector, food standards, agriculture, the aircraft industry, telecommunications, etc.) the role of the EU and the US in the multilateral system and new trade policy matters (Rapporteur: Mrs DAVISON, Group III, UK). The ESC calls for an extension of the transatlantic dialogue to new groupings, with commercial, social and environmental interests.
