Points out that the Energy Efficiency Directive not only supports energy efficiency but also contains energy-saving elements through the binding energy-saving obligation per year in article 7; stresses the importance of a 2030 energy efficiency target in line with the climate targets agreed at COP 21 in order to achieve our climate goals and reduce our dependency on third countries; notes that buildings account for 40 % of energy use in the EU and that 50 % of this is used for heating and cooling purposes; stresses that improved energy efficiency in buildings is therefore of paramount importance in terms of reducing CO emissions, improving energy security, reducing energy poverty and boosting our economy; urges the Member States to initiate major investments in order to improve energy efficiency drawing on EU funding, since this would not only lead to lower energy bills but would also create large numbers of jobs and help reach the reindustrialisation goals.

6. L'ABE peut émettre des orientations et des recommandations conformément à l'article 16 du règlement (UE) no 1093/2010 lorsqu'elle le considère nécessaire sur la base des informations et évaluations visées aux paragraphes 2 et 3 du présent article afin d'améliorer les pratiques de surveillance ou les pratiques des établissements relatives aux approches internes.
6. EBA may issue guidelines and recommendations in accordance with Article 16 of Regulation (EU) No 1093/2010 where it considers them necessary on the basis of the information and assessments referred to in paragraphs 2 and 3 of this Article in order to improve supervisory practices or practices of institutions with regard to internal approaches.

Afin de compléter ou de modifier certains éléments non essentiels du présent règlement, il convient de déléguer à la Commission le pouvoir d'adopter des actes délégués conformément à l'article 290 du traité sur le fonctionnement de l'Union européenne (TFUE) pour ce qui concerne: la modification des annexes I, II, IV et V du présent règlement afin de les adapter au progrès technique ou de tenir compte de développements réglementaires internationaux dans le domaine des essais cliniques auxquels l'Union ou les États membres sont associés; la modification de l'annexe III afin d'améliorer les informations sur la sécurité des médicaments, d'adapter les exigences techniques au progrès technique ou de tenir compte des développements réglementaires internationaux dans le domaine des exigences de sécurité applicables aux essais cliniques approuvées par les organismes auxquels l'Union ou les États membres sont associés; la spécification des principes et des lignes directrices de bonnes pratiques de fabrication et les modalités d'inspection pour garantir la qualité des médicaments expérimentaux; la modification de l'annexe VI afin de garantir la sécurité des participants ainsi que la fiabilité et la robustesse des données générées lors d'un essai clinique ou de tenir compte du progrès technique.
In order to supplement or amend certain non-essential elements of this Regulation, the power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union (TFEU) should be delegated to the Commission in respect of: the amendment of Annexes I, II, IV and V to this Regulation in order to adapt them to technical progress or to take account of international regulatory developments in which the Union or the Member States are involved, in the field of clinical trials; the amendment of Annex III in order to improve the information on the safety of medicinal products, to adapt technical requirements to technical progress or to take account of international regulatory developments in the field of safety requirements in clinical trials endorsed by bodies in which the Union or the Member States participate; the specification of the principles and guidelines of good manufacturing practice and the detailed arrangements for inspection for ensuring the quality of investigational medicinal products; the amendment of Annex VI in order to ensure subject safety and the reliability and robustness of data generated in a clinical trial or to take account of technical progress.

In accordance with its established policy during the period of from 1 January 2007 to 31 December 2013, in order to contribute to the maintenance and improvement of forests and to promote their ecological, protective and recreational function, the Commission will consider that State aid measures, with the primary objective to maintain, improve or restore ecological, protective and recreational functions of forests, biodiversity and a healthy forest ecosystem, are compatible with the internal market under Article 107(3)(c) of the Treaty, if the following conditions are fulfilled.

Sans préjudice des articles 87 et 88 du traité, les États membres peuvent créer un ou des fonds afin de subventionner la fourniture de programmes d'amélioration de l'efficacité énergétique et d'autres mesures visant à améliorer l'efficacité énergétique et de favoriser le développement d'un marché pour les mesures visant à améliorer l'efficacité énergétique.

Without prejudice to Articles 87 and 88 of the Treaty, Member States may establish a fund or funds to subsidise the delivery of energy efficiency improvement programmes and other energy efficiency improvement measures and to promote the development of a market for energy efficiency improvement measures.

Les domaines couverts sont, entre autres: l’extension des contrôles de manière à couvrir le transit, le transbordement[2], le courtage et les réexportations; la clarification du contenu des contrôles des transferts intangibles de technologie; l’établissement d’une procédure de «comitologie» pour l’adoption des listes des biens soumis à contrôle; l’amélioration des échanges d’information sur les contrôles nationaux concernant des biens non listés conformément à des normes de sécurité appropriées; l’amélioration des échanges d’information sur les refus avec la possibilité d’introduire un système électronique fiable entre la Commission, les États membres et le Conseil; la coopération internationale avec les pays tiers, avec la possibilité d’adopter des règles de contrôle ad hoc des exportations dans le cas de projets spécifiques financés par la Communauté et impliquant un accès potentiel aux technologies communautaires à double usage par des pays tiers; l’insertion, à l'article 21 refondu, d’une référence à des sanctions pénales au moins pour les violations graves des dispositions du règlement et des réglementations adoptées par les États membres pour sa mise en œuvre, afin de répondre à l'appel lancé dans la déclaration du Conseil européen sur les sanctions pénales de juin 2004, et à l’appel de la résolution 1540 du Conseil de sécurité des Nations unies concernant l’introduction de sanctions civiles ou pénales appropriées en cas de violation des réglementations sur le contrôle des exportations; le remplacement des contrôles intracommunautaires restants par un système basé sur une notification préalable des expéditions; des dispositions relatives à la fixation par les autorités nationales de délais indicatifs pour la gestion des demandes d’autorisation d'exportation et de délais pour le traitement des demandes d’information auprès des autorités compétentes en ce qui concerne l’application des contrôles nationaux sur des biens et technologies non listés.
The areas covered are, among others: the extension of controls to cover transit, transhipment[2], brokering and re-exports; the clarification of the content of controls of intangible transfers of technology; the establishment of a comitology procedure for the adoption of lists of controlled items; the improvement of sharing of information on national controls on non-listed items according appropriate security standards; the improvement of sharing of information on denials with the possibility to introduce a secure electronic system between the Commission, Member States and the Council; international cooperation with third countries, providing for possibilities of adopting ad-hoc export control rules in the case of specific EC-funded projects involving potential access by third countries to the EU dual use technologies; insertion in the recasted Article 21 of the reference to criminal sanctions at least for serious infringements of the provisions of the Regulation and of the regulations adopted by Member States for its implementation so as to respond to the call in the European Council declaration on criminal sanctions of June 2004, and to the call by UN Security Council Resolution 1540 for the introduction of appropriate civil or criminal penalties for violations of such export control regulations; the replacement of the remaining intra-Community controls by a system consisting of prior-notification of shipments; provision for the establishment by national authorities of indicative deadlines for the processing of applications for export authorisations, and of deadlines for the treatment of requests for information from licensing authorities concerning the application of national controls on non listed items and technologies.
