join Parliament in its dialogue with national parliaments on the priorities for the period 2010-2014, taking into account the problems encountered in implementing the Tampere and Hague Programmes, the work carried out within the Council and the European Council's initial strategic indications regarding immigration, asylum and integration; with a view to completing this initial phase of dialogue at Parliament's annual debate on the progress made in 2008 in the Area of Freedom, Security and Justice and with a view to a Commission communication subsequently being issued, on the understanding that it will be for the newly elected Parliament and the European Council to adopt the final programme at the appropriate time;

30. invite le Conseil et les États membres à arriver, en temps voulu pour le Conseil européen de Laeken, à un accord sur les décisions-cadres concernant la lutte contre le terrorisme et le mandat d'arrêt européen, en prenant en compte la position du Parlement relative à ces deux actes législatifs, et rappelle l'importance de ces décisions-cadres pour la réalisation d'un espace européen de liberté, de sécurité et de justice;
30. Asks the Council and the Member States to reach an agreement on the Framework Decisions on combating terrorism and the European arrest warrant in time for the Laeken European Council, taking into account Parliament's position on both legislative acts, and recalls the importance of these Framework Decisions in the context of achieving a European area of freedom, security and justice;

11. invite le Conseil et les États membres à arriver, en temps voulu pour le Conseil européen de Laeken, à un accord sur les décisions-cadres concernant la lutte contre le terrorisme et le mandat d'arrêt européen, en prenant en compte la position du Parlement relative à ces deux actes législatifs, et rappelle l'importance de ces décisions-cadres pour la réalisation d'un espace européen de liberté, de sécurité et de justice;
