The FCD also pointed out that the public financing received by the French rendering undertakings was intended not only to finance the PRS as defined by the legislation, but also to finance other activities not falling within the scope of that legislation, such as the destruction of animal meal produced both before and after the Community ban of December 2000, for which aid of EUR 205 million was paid to rendering undertakings as an emergency measure and without an invitation to tender.

(14) Les pays tiers, en particulier lorsqu'ils ne peuvent pas bénéficier de la valeur ajoutée d'une réglementation supranationale, pourraient rencontrer des difficultés techniques d'ordre juridique pour imposer, par leur législation nationale, une interdiction d'application du TBT sur les navires à compter du jour où prend effet l'interdiction prévue par le présent règlement; aussi l'application des dispositions du présent règlement interdisant l'utilisation des peintures au TBT doit‑elle être suspendue, pour les navires battant un pavillon non communautaire, durant une période transitoire qui débutera trois mois après l'entrée en vigueur du présent règlement et avant le 1 juillet 2003 au plus tard et s'achèvera à la date d'entrée en vigueur de la convention AFS;
(14) Third countries, particularly if they cannot benefit from the added value of a supranational regulation, might have legal technical difficulties in imposing, through their national legislation, the prohibition to apply TBT on their ships from the day on which the prohibition enters into effect according to this Regulation. The application of the prohibition in this Regulation to apply TBT paints should therefore be suspended as regards ships sailing under a non-Community flag during an interim period beginning three months after the entry into force of this Regulation and no later than 1 July 2003 and ending at the date of entry into force of the AFS-Convention.

Is convinced of the urgent need to combat the still-widespread phenomenon of discrimination and unequal treatment in the applicant countries, calls for the implementation of existing EU legislation in this field (directives on sexual equality, the race directive and the Employment Framework Directive) as part of the 'acquis communautaire' and encourages the applicant countries to set up comprehensive anti-discrimination policies in consultation with relevant NGOs;
