La présente communication a dès lors pour objectif d'évaluer l'application de la directive lors des élections de juin 1999, afin d'attirer l'attention sur les principaux problèmes détectés et de diffuser et d'encourager les bonnes pratiques dégagées dans certains États membres, dans le but de renforcer la participation des citoyens de l'Union à la vie politique dans l'État membre de résidence.
The purpose of this communication is therefore to assess the application of the Directive to the June 1999 elections, highlight the main problems that emerged, and publicise and encourage the good practices developed in certain Member States, with the aim of increasing participation by Union citizens in the political life of their Member State of residence.

As regards the Arbitration Convention, the Commission having received additional feedback since the adoption of the Code of Conduct, points out the following issues where clarifications should be given to ensure a better functioning of the Convention: the deadline for the setting-up of the arbitration commission, a common understanding of the definition of a serious penalty, the possible extension of the scope to more than two Member States, the deadline to implement the final decision, the role of the taxpayer, what is precisely covered by a transfer pricing adjustment (for example is thin capitalization to be considered).

Underlines that developments within the transport sector are critical as it contributes to roughly 30% of the Community's CO2 equivalent emission, in which approximately 85% is the share of the road transport; underlines that rail transport is much more energy efficient than road transport; regrets the fact that the automobile industry is unlikely to meet the target of 140 gm/km within the time-limit laid down under the current voluntary agreement; therefore calls for a policy of strong measures to reduce emissions from transport, including mandatory limits for CO2emissions from new vehicles in the order of 80-100 gm/km for new vehicles in the medium term to be achieved through emissions trading between car manufacturers, and other measures such as EU wide speed limits, traffic charges and tax incentives, together with a boost in rail and public transport in general; further urges the Commission to devise innovative ways of making apparent the CO2 pollution caused by transport and to put forward proposals designed to stabilise or reduce traffic volumes in the European Union between now and 2010;
