Notes that it is essential to move beyond declarations and open bids for concrete priority projects, and calls for the High Official for Foreign Energy Policy, upon being appointed, to be also responsible for coordinating the engagement in developing external energy infrastructure, such as the Nabucco and Odessa-Gdańsk projects; meanwhile, calls on the Commission, the Presidency and the High Representative to strengthen the commitment to developing external energy infrastructures, together with the European coordinators;

Une simplification financière sera nécessaire afin de mieux cibler les financements européens sur les projets permettant d'atteindre les publics privilégiés; le recours aux conventions-cadres de partenariat pourra également être utilisé afin de stabiliser des relations avec des institutions qualifiées. La Commission pourra recourir à des appels d'offres pour des projets de plus grande ampleur.
Financially speaking, there will have to be a degree of simplification to target European financing on projects that make it possible to reach out to audiences of particular importance; general partnership agreements could be put in place to stabilise relations with qualified institutions; and the Commission could make use of one-off calls for tender for certain larger-scale projects.
