TRADUCTIONS EN CONTEXTE

14. condamne énergiquement la demande d'interdiction du parti communiste, le fait qu'un procès ait été intenté à ce parti et que son groupe parlementaire ait été dissous; dénonce les violences continuelles à l'encontre des dirigeants et des membres du parti communiste ainsi que les attaques perpétrées contre ses locaux; exprime en particulier son inquiétude quant au fait que ces événements se produisent pendant une période préélectorale, rendant manifeste la détérioration de la situation des libertés démocratiques dans le pays; condamne également fermement le fait que l'Union européenne ignore ces événements, qui constituent une violation flagrante des obligations de l'Ukraine en vertu de l'accord d'association avec l'Union européenne ainsi que d'autres accords internationaux auxquels l'Ukraine est partie;
14. Strongly condemns the instigation of a legal ban on the Communist Party, with the party being brought to court and its parliamentary group being dissolved; denounces the continuing violence against the leadership and members of the Communist Party and the attacks on its offices; is in particular concerned that these developments are taking place in the pre-election period, making the worsening state of democratic freedoms in the country visible; strongly criticises the fact that the EU is ignoring these developments, which clearly violate the obligations of Ukraine stemming from the Association Agreement with the EU and other international agreements Ukraine is party to;

2. déplore que le Parlement européen n'ait pas été pleinement associé à l'évaluation des candidatures et qu’un seul candidat ait été présenté à la commission compétente, alors que l'appel à candidatures lancé par la présidence du Conseil en juillet 2013 pour accueillir provisoirement le siège du Collège européen de police en attendant qu’une solution à long terme soit trouvée quant au futur de l’Agence, avait donné lieu à sept candidatures, les États membres ayant soumis leur candidature étant l'Irlande, la Grèce, l'Espagne, l'Italie, la Hongrie, les Pays-Bas et la Finlande; constate que l'accord politique a été confirmé lors de la réunion du Conseil JAI le 8 octobre 2013; fait part de son intention de demander davantage d'informations sur l'analyse d'impact du lieu d'implantation exact du CEPOL avant d'arrêter sa position définitive;
2. Regrets that the European Parliament was not fully involved in the evaluation of the applications and that only one candidate was presented to the relevant committee, although seven applications had been submitted further to the Council Presidency's call in July 2013 for applications to provisionally host the European Police College until a long-term solution for the future of the Agency could be found. The Member States submitting candidatures were Ireland, Greece, Spain, Italy, Hungary, the Netherlands and Finland. The political agreement was confirmed at the JHA Council meeting of 8 October 2013; intends to request more information on the impact assessment of the exact location before taking its final position;

2. Les interdictions visés aux articles 8 et 9 s'appliquent sans préjudice de l'exécution des obligations découlant des contrats visés à l'article 12, paragraphe 1, point b), et à l'article 14, paragraphe 1, point b), pour autant que ces obligations résultent de contrats de services ou de contrats accessoires nécessaires à leur exécution, que l'exécution de ces obligations ait été autorisée au préalable par l'autorité compétente concernée et que l'État membre concerné ait informé les autres États membres et la Commission de son intention d'accorder une autorisation".
2. Prohibitions in Articles 8 and 9 shall be without prejudice to the execution of obligations arising from contracts referred to in Article 12(1)(b) and 14(1)(b) provided that those obligations arise from service contracts or ancillary contracts necessary for their execution and provided that the execution of those obligations has been authorised in advance by the competent authority concerned and the Member State concerned has informed the other Member States and the Commission of its intention to grant an authorisation".

6. Welcomes in particular the priority and the importance attached to the principles of subsidiarity and proportionality at the Helsinki European Council and regrets the fact that the Feira European Council did not interpret this as yet another clear signal sent out to all Community bodies to encourage them to act within the limits of those principles;
